The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164, for the above position(s) in DDESS Schools. This vacancy announcement will be used for the purpose of filling this Excepted Service Permanent, full-time position.  

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).   DoDEA employs more than 15,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.   The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

Conducts inspections and surveillance to ensure that contractual services are in accordance with and comply with regulations and guidelines set forth in the Requirements Documents (RD) or the Performance Work Statement (PWS).  Inspects facilities and services, notes deficiencies and notifies the Supervisory Logistics Management Specialist of action taken with responsible personnel.  Notifies the Supervisory Logistics Management Specialist of action taken and/or if deficiencies are not corrected and if excessive time or materials are wasted.  If deficiencies exist, recommends resolution to problems.  Prepares inspection reports for facility maintenance and custodial functions and/or complaints pertaining to customers, managerial, operational, and/or related activities.  Prepares reports on RD or PWS deviations and/or discrepancies.  Monitors adherence to regulatory requirements pertaining to safety, maintenance of equipment, and operating standards.  Recommends operational methods relative to schedules, productivity, accounting, personnel training, supplies, and equipment.  Furnishes current data, reference publications and materials, and regulatory guidance pertaining to the operation of each functional area.  Reports accidents and incidents to the Supervisory Logistics Management Specialist and recommends corrective action required by the Service Provider and/or the Government.  Conducts studies and researches commercial publications and tables of allowance to ensure that equipment on hand and authorized is qualitatively adequate to properly accomplish the work.  Gathers information concerning circumstances surrounding the loss, damage, or destruction of Government property resulting from Service Provide operations.  Recommends equipment changes to meet operational requirements.  Advises the Supervisory Logistics Management Specialist on operation sufficiency to the RD or PWS and recommends additions, deletions, or other adjustments based on mission changes, regulatory requirements, and/or other related functional needs.  Completes any administrative duties to be conducted by the Continuing Government Activity (CGA) such as duty travel requests.

For the GS-09 level, one year of specialized experience at the GS-07 or equivalent level is required. Specialized experience must include knowledge of quality control procedures, knowledge and skill in performing quality assurance inspections/surveillance, and experience monitoring compliance with contract requirements.


Specialized Experience:  Experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level.  The normal full-time work week is 35-40 hours and the normal work year is 12 months.  Part-time work is prorated in crediting experience.  An applicant demonstrating 20 hours per week for a 12-month period would be credited for 6 months of experience.

For the GS-09 level, education is substitutable for experience. A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, would be creditable.


Graduate Education:  One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.  Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

You must be able to travel within the Area of Operations of the Fort Stewart District Superintendent's Office.


Your application will initially be reviewed to determine whether you meet the minimum eligibility and qualification requirements.  Applicants who meet minimum qualification requirements will be rated on the basis of experience in quality control procedures in order to monitor a quality control program and basic analyltical, statistcal, economic, budgetary and accounting principles in the application to program methodology.  Also, experience in Most Efficient Organization (MEO) structure, functions and processes.  The ability to apply the Quality Assurance Surveillance Plan in order to perform quality assurance inspections.
