This position is located in the Intramural Administrative Management Branch (IAMB), Division of Intramural Research (DIR), National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), Department of Health and Human Services (HHS). The IAMB provides the full range of administrative and management services to the Division, including budget, procurement, personnel management, property management, supply, facilities management, and office services. The Branch is also responsible for providing advice and guidance to the Scientific Directors and other senior officials in the planning, organization and management of Division programs.

The purpose of this position is to advise, assist, and make recommendations on administrative policies and procedures. You will perform administrative services in the areas of financial management, contracts/grants management, procurement, human resources management, property, space management, travel, organizational management, and management analysis.

As an Administrative Officer, you will:

  • Perform the full-range of general administration and advisory services and/or functions, time and attendance, relocation requests, human resources services, facilities management, property management, space/logistics, safety/security, and travel.

  • Interpret policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and or/ foreign, and reimbursement for travel expenses.

  • Advise program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs.

  • Approve purchase card orders and/or manages purchase card program.

  • Review government regulations, agency policies and procedures and interprets information for others. Advise on administrative laws and regulations, procedures and policies.

    In order to qualify for the GS-11:  

    You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: participating in the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets; reconciling monthly expenditures against allocated funding; interpreting and advising management on personnel policies and procedures; drafting specifications and statements of work for service contracts and equipment leases, including conducting negotiations with vendors; evaluating and recommending alternative methods of procurement; planning and executing logistics for office moves; developing space management requirements for an organization.

    OR

    Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.

    OR

    Combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

    In order to qualify for the GS-12:

    You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: performing a wide range of budgetary duties involving the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets; providing solutions on projected budget shortfalls or unanticipated financial needs; analyzing and evaluating financial information to assess overall financial performance of an organization and making recommendations; developing acquisition plans and cost estimates; monitoring performance and compliance with terms and condition of purchase orders; planning and coordinating details for projects involving the design, construction and modification of existing and/or new space; verifying accurate distribution of accountable property and resolving property management discrepancies; providing advice on staffing and recruitment issues including recruitment and incentive programs.
