This position is located in the Department of Health and Human Services (HHS), Center of Disease Control and Prevention (CDC), Office of Surveillance, Epidemiology & Laboratory Services (OSELS), National Center for Health Statistics (NCHS), Division of Vital Statistics (DVS), Reproductive Statistics Branch (RSB) in Hyattsville, Maryland.

This position is responsible for the activities of the Birth and Infant Health Team and the National Survey of Family Growth (NSFG) Team of the Reproductive Statistics Branch in the Division of Vital Statistics.  This position provides leadership and scientific direction for all aspects of preparing and disseminating vital statistics data from the national birth, linked birth, infant death, and fetal death files and the NSFG.  The incumbent serves as the Chief of the Reproductive Statistics Branch and is responsible for planning, developing and directing a comprehensive research program on the trends and factors associated with the reproductive experience of the US population and oversight of the National Survey of Family Growth (NSFG).  The incumbent independently conceives, plans, and directs the Center's overall analytic research program focused on understanding the birth rate, improving the accuracy of projections of future population growth and providing information relevant to policy in the areas of infant and maternal health.  Directs efforts to evaluate and improve quality and reliability in the collection, processing and coding of natality data. Personally carries out innovative research projects on some of the most critical and sensitive problems identified as part of the overall research plan in reproductive health.  Directs a comprehensive national statistical program in the areas of reproductive health and develops and oversees the implementation of a publication plan which assures that the results of the analytic research program are disseminated to the appropriate audiences.

BASIC QUALIFICATIONS - Social Scientist
Have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position from an accredited college or university.
OR
Have a combination of education and experience which has provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Have four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

BASIC QUALIFICATIONS - Health Scientist 
Have at least a bachelor's degree in a major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position from an accredited college or university.

BASIC QUALIFICATIONS - Statistician (Demography)
Have at least a bachelor's degree from an accredited college or university that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Have a combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. 

Additional Qualification Requirements for GS-0101/GS-0601/GS-1530-15  Have one year of specialized experience, equivalent to the GS-14 grade level in the Federal service which is directly related to the position which has equipped the applicant with the particular knowledge, skills and  abilities (KSAs) to successfully perform the duties of the position that includes developing plans and systems for solving statistical and methodological problems and planning and conducting scientific studies.
