In this position, you will serve as a lead member of an acquisition and contracting team responsible for planning, coordinating, and negotiating a variety of procurements pertaining to research, development, test and evaluation of the major weapons systems associated with spiral development in a secure contracting environment. Conduct reviews of procurement programs to determine overall management effectiveness and compliance with applicable laws, regulations, and policies.

As a Contract Specialist, you will be responsible for the following duties: 

 

-  Coordinates analyzes and negotiates acquisitions of both cost and reimbursements and fixed price contracting areas like prototyped development of sophisticated research and testing equipment weapons systems, software systems development and development of new and unique materials.

 

-  Conduct acquisition planning and in, coordination with the technical program office, determine contractual strategy.

 

-  Serves as a point of contact for advising and assisting the MDA Deputies and Directors in areas not requiring contract contracting officer authorization such as coordination of future procurement requirements, preparation of required procurement supporting documentation and the resolution of specific procurement problems.

 

-  Serves as contract specialist and member of negotiating team responsible for planning, coordinating, and negotiating a variety of procurements pertaining to research, development, test and evaluation requirements.

 

-  Utilizes the following contractual activities: cost-plus-fixed fee, cost sharing, negotiated or advertised firm fixed-price, requirements indefinite quantity and incentive contracts.

BASIC EDUCATION REQUIREMENT:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree OR graduate education in one or a combination of fields listed above;  Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000, are also exempt from meeting this requirement; Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are also exempt from meeting this requirement.

Qualifications Required:

To qualify for NH-04 in addition to Basic Education Requirement you must possess 1 year of SPECIALIZED EXPERIENCE equivalent to the next lower broad band (NH-03) or equivalent. 

For NH-04 specialized experience required includes: Experience using cost analysis to plan, coordinate and negotiate a variety of procurements pertaining to sophisticated research, testing, evaluation, and development materials.


 Substitution of Education may not be used in lieu of specialized experience for this level.

THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the Federal service in this critical acquisition position.

 

DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) CRITICAL ACQUISITIONPOSITION REQUIREMENTS. Selectee must meet the following requirements for Acquisition Corps Membership or have an approved waiver prior to placement in the position. The Acquisition Corps Membership requirements are a degree in any field AND 24 semester hours of study from an accredited institution in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management (may substitute 24 semester hours in career field and 12 semester hours in DAWIA disciplines),OR 10 years acquisition experience prior to 10/1/91; AND four years acquisition experience and requisite training.

This position requires Acquisition Workforce Level III certification in Contracting. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

 - Experience in research, analyzing (such as cost and/or price analysis), organizing, evaluating and presenting data; and supporting analysis through interpersonal communication (oral and written) with senior managers.

 

 - Experience recognizing and evaluating problems, summarizing results and making recommendations to senior managers.

 

 - Demonstrated ability to work directly one-on-one with customers, on highly sensitive time-critical projects, in a very independent work environment.

 

 -  Demonstrated use of sources of supply and their status pertaining to research and development, weapon system, and familiarity with technical requirements or the services and equipment, including program objectives, to advise during pre-solicitations and to conduct the negotiation.

 

 -  Demonstrated negotiation techniques and ability to deal with representatives of private sector or Government experts or senior managers to procure extensive services and complex systems and equipment.
