Qualification Requirement Using Specialized Experience or Education: In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
To qualify for GS-04, you must have six (6) months of general work experience and six (6) months of specialized experience equivalent to GS-03;Specialized experience is further defined as experience that demonstrates knowledge of firefighting tactics, methods, and procedures including skill in the use of firefighting tools and equipment.
OR completion of two (2) years of academic study above high school that included at least 12.0 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 3 semester hours in mathematics is creditable.
To qualify at GS-05, you must have one (1) year of specialized experience equivalent to GS-04; Specialized experience is further defined as experience that demonstrates knowledge of firefighting tactics, methods, and procedures including skill in the use of firefighting tools and equipment, including experience related to wildland fire suppression and control.
OR completion of a full four (4) years of academic study leading to a Bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24.0 semester hours in any combination of courses such as those described for GS-04 (refer to Range Technician Series). No more than 6.0 semester hours in mathematics is creditable.
Education and experience may be combined to meet the specialized experience requirement. You must meet all qualification requirements by the closing date of the announcement.
Selective Placement Factors: These positions require special qualifications that has been determined to be essential to perform the duties and will be used as a screen out element. You must possess a valid automobile driver's license at time of appointment and at all times during your appointment to this position. SELECTIVE PLACEMENT FACTOR: To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: 1)Primary Core Requirement - Firefighter Type 1 (FFT1); 2)additional required training - S-290 "Intermediate Fire Behavior". You must provide a copy of your Incident Qualification Certification System (IQCS) Master Record or equivalent documentation for verification by the closing date.
SELECTIVE PLACEMENT FACTOR:This position is a Primary Firefighter position and is covered under Special Fire Retirement. In accordance with Public Law 107-27, applicants must be age 37 or under at the time of appointment, unless proof is provided of prior Federal service in another covered position, or you are a preference eligible. If you are a current career seasonal employee, your time spent in non-pay status is not creditable towards meeting the specialized experience requirement of 52 weeks or 1 year (whichever is first). Please include in your resume (on the first line of each job experience section), the dates you were placed in and out of pay status. This is a primary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The maximum entry-age for this position is 37, unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement or your will not be eligible to receive a waiver of the maximum entry age requirement. Passage of a pre-employment physical is required. You must also pass the work capacity test for an arduous position. The physical demands of this position are rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standings, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on incumbent during fire activities. THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564 and under the Department's Drug Free Workplace Program applicant(s) tentatively selected for this position must submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. The position is subject to random testing for illegal drug use. If an employee in this position uses their Commercials Driver's License (CDL) as part of this job, then this is also a Drug and Alcohol Testing Designated Position (TDP) under the Omnibus Transportation Employee Testing Act of 1991. If the person selected for the position does not currently occupy a CDL Drug and Alcohol Testing Designated Position, they must submit to and receive a negative test result prior to appointment. A positive drug or alcohol test result may be grounds for denying final placement into this position. The Act also mandates that the incumbent is subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up drug and alcohol testing. You must be 18 years of age or older to be assigned to a hazardous position.
HOW YOU WILL BE EVALUATED:

KSA 1: Knowledge of fire behavior including causes of wildland fire, influence of temperature, humidity, wind, topography, slope and fuel moisture conditions, and fuels.
KSA 2: Knowledge of technical firefighting techniques, such as fire engine and pump operations, hose lays, handcrew operations and/or helicopter operations.
KSA 3: Knowledge of accepted fire safety practices and procedures.
KSA 4: Knowledge of tactical methods and techniques for use of water and additives in controlling and mopping up fires.
