This position is located in the Office of the Assistant Director (OAD), Directorate for Education and Human Resources (EHR). The Directorate serves as the focal point for NSF as the lead federal agency providing funding for research and development in science, technology, engineering, and mathematics education. EHR is composed of the Division of Graduate Education, the Division of Research on Learning in Formal and Informal Settings, the Division of Undergraduate Education, and the Division of Human Resource Development.

This position serves as the Directorate point of contact for all Information Technology (IT) related issues.  The position will be responsible for working closely with decision makers in EHR and other NSF Directorates and Offices to identify, recommend, implement, and support cost-effective technology solutions for all aspects of the EHR IT Systems. Major duties include: 

-Improving or implementing the use of emerging technologies for stakeholder interaction including virtual meetings, expanding data analytics capability, and management of the EHR telecommunications infrastructure.

-Coordinates and manages Directorate-wide IT and telecommunications technology activities in support of internal/external conferences, panels, and myriad associated activities. 

-Forecasts the potential value and use of new IT software developments to the Directorate to include budget justifications for software and hardware purchases; initiates procurement of hardware and special software. 

-Ensures that new EHR program computing resources are utilized effectively and are compatible with the Division of Information Systems (DIS) computing and security standards. 

-Serves as the principal liaison and EHR IT contact with Directorate Divisions and other relevant NSF staff. 

-Establishes Directorate-wide IT policies and develops manuals and/or directives for standardizing computer operations. 

-Performs full range of supervisory responsibilities for a subordinate staff by planning work to be accomplished by subordinates, setting and adjusting priorities; developing performance standards and evaluating performance; giving advice, counsel, or instructions to employees on both work and administrative matters, etc.

To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience may include: coordination of special information systems projects; serving as a subject matter expert for software solutions including defining business requirements, recommending technical approaches, and implementing technical solutions; working independently or as a member of a team administering enterprise-wide IT applications.


Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

HOW YOU WILL BE EVALUATED:

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.  
Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
