The Defense Security Service (DSS) oversees the protection of US and foreign classified information in the hands of industry, administers the National Industrial Security Program for DoD to include issuance of security clearances to industry, supports the Office of Personnel Management (OPM) in the conduct of personnel security investigations for DoD, provides security education and training in core security disciplines to the DoD community and provides information technology services that support the industrial and personnel security missions of DoD and its partner agencies.

This Position is in the Excepted Service under Title 10, Defense Civilian Intelligence Personnel System (DCIPS).  Excepted Service includes all positions in the executive branch of the Federal Government which are specifically excepted from the competitive service by or pursuant to statute, by the President, or by the Office of Personnel Management, and which are not in the Senior Executive Service.

This position is located in the Defense Security Service (DSS), Industrial Security Program (ISP), Office of the Designated Approving Authority (ODAA).

As an IT Specialist (INFOSEC), you will:

·        Serve as an Information Systems Security Professional (ISSP) within Office of the Designated Approving Authority (ODAA).

·        Perform information system security assessments/reviews at contractor facilities participating in the industrial security program (NISP) in accordance with established DoD policies that include industrial security procedures, systems, standards, and regulations governing the safeguarding of classified information in IS utilized by contractors functioning in the NISP.

·        In accordance with DoD and DSS requirements analyze, evaluate, and verify contractor information system security plans certification documentation for accreditation and recommends the approval or disapproval to operate an Information System to the ODAA/RDAA. 

·        Review and approve Electronic Communication Plans at US facilities under Foreign Ownership, Control or Influence (FOCI).

·        Participate in the development and analysis of DSS and ODAA management data and reporting systems to provide a base for program policy and resource development. 

·        Refer and recommend solutions, in coordination with ODAA/RDAA, on matters requiring policy or procedural determinations.

This is a position in the Defense Civilian Intelligence Personnel System (DCIPS).  The duties of this position are equivalent to those at the GS/GG-13. 

To qualify for this position at the GG-13 level you must have specialized experience equivalent to the GS/GG-12 grade level. Specialized Experience is defined as Senior level knowledge of advanced information technology (IT) principles, concepts, methods, standards, and practices relating to information systems security in order to function as the technical authority for information systems security issues, as well as, extensive knowledge of common computer operating systems, networking fundamentals and architecture, and network security devices.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.


Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.


Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SECURITY REQUIREMENTS: Critical Sensitive (Top Secret)

This position requires a Top Secret security clearance - This position is designated critical sensitive, as defined in DoD 5200.2-R, Personnel Security Program, and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointed basis.  This requirement may take 120 days or longer to process.

Other Notes:

A two-year trial period appointment will be required; if a trial period has not been previously completed.

Position may require frequent temporary duty travel (TDY).

Position is subject to random counterintelligence-scope polygraph examinations.

Must possess the legal and personal qualifications to operate passenger-type motor vehicle.


It is a requirement to be certified within twelve months of the appointment date (if not already certified) in information Assurance from a recognized certification body such as the Certified Information System Security Professional (CISSP) from; the International information Systems Security Certification Consortium (ISC2), the Certified Information System Manager (CISM), the Certified Information System Auditor (ISA) from the Information Systems Audit and Control Association, or Global Information Assurance Certificate from the SANS Institute.


Specifically you will be evaluated on the following competencies:
1. Knowledge of systems, networks, operating systems, and system architecture.
2. Knowledge of Information systems security principles, controls, and related disciplines.
3. Knowledge of computer security technologies, objectives, problems and solutions.
4. Ability to serve as subject matter expert within the Industrial Security community.
5. Ability to communicate orally and in writing.
