The incumbent is a Correspondence Analyst within Office of Capital Access (OCA) responsible for producing timely and quality responses to the full range of correspondence and requests addressed to agency executives related to programs.  This involves coordination of responses across organizational lines with the Agency, Regional and District offices as well as contact with other Federal Agencies, the Congress and White House personnel.  The incumbent works closely with OCA Senior Staff as well as the Executive Secretariat and the principals of program and support offices across the Agency.  In addition, the incumbent deals directly with requestors to clarify and refine the nature and scope of the information being requested.

You may qualify based on education or experience.

GS-09:  One year of specialized experience equivalent to the GS-07 grade level in the federal service editing, writing, planning, organizing, or coordinating correspondence requests or correspondence documents, and independently identifying, analyzing or resolving problems using tact and diplomacy.

GS-11:  One year of specialized experience equivalent to the GS-09 grade level in the federal service editing, writing, planning, organizing, and coordinating correspondence request and correspondence documents; handling and shifting priorities of a sensitive nature; and independently identifying, analyzing and resolving sensitive or technical problems using tact and diplomacy.

If you do not meet the specialized experience requirements, you may also qualify with education. 

GS-09:  Successful completion of a master's or equivalent graduate degree related to the position to be filled, 2 full years of progressively higher level graduate education leading to such a degree, or a LL. B or J.D. if related; OR a combination of experience and education to meet total qualification requirements for the GS-09 grade level.

GS-11:  Successful completion of a Ph.D, or equivalent doctoral degree related to the position to be filled, or 3 full years of progressively higher level graduate education; OR a combination of experience and education to meet total qualification requirements for the GS-11 grade level.

If you meet basic requirements for the position, your application will be evaluated and placed into one of three categories:

1. Best-Qualified: highly proficient with an overall comprehensive level of knowledge, skills and abilities related to the job based on a complete review of experience, education, and training as described in an applicant’s responses to the assessment questions and resume. 
2. Well-Qualified: competent in the position with an overall accomplished level of knowledge, skills, and abilities related to the job based on a complete review of experience, training, and education as applicable, as described in an applicant’s responses to the assessment questions and resume. 
3. Qualified: an overall basic level of knowledge, skills, and abilities related to the job based on a complete review of experience, education, and training, as described in an applicant’s responses to the assessment questions and resume. 

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated.  Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.

You will be evaluated on the following Knowledge, Skills and Abilities:

  • Knowledge of the principles, skills and processes of correspondence management sufficient to control responses and collaborate with multiple authors on a work product and meet the information needs of different audiences
  • Ability to plan, organize and coordinate work involving multiple parties and tight deadlines
  • Expertise in English grammar, spelling, and punctuation to effectively compose, edit and write correspondence

CTAP/ICTAP:  If you are applying for a special selection priority under SBA's Career Transition Assistance Plan (open to surplus SBA employees only) or the Interagency Career Transition Assistance Program (open to surplus and displaced Federal employees), submit the following proof of your eligibility:  Your reduction in force (RIF) separation notice, a Standard Form 50 reflecting your RIF separation, or notice of proposed removal for declining a directed reassignment or transfer of function to another commuting area.  Also submit a copy of your Notification of Personnel Action which shows the grade level, duty location and promotion potential of the career or career-conditional position from which you have been or will be separated, and a copy of your last performance rating of record.  To be found well-qualified for special selection priority by SBA, you must meet the minimum qualifications and receive at least 85 possible points for the quality ranking factors.
Time In Grade:  If you are a current Federal employee applying for promotion under SBA's Merit Promotion and Placement Plan, you must have completed a minimum of 52 weeks in positions not more than one grade lower than the position being filled.  You must meet this requirement by the closing date of this announcement.
