Major Duties:
As a Budget Analyst, you will: 

- Perform a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency's appropriations.

- Provide oversight of and support for a full range of budget functions, applying an expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide authoritative financial analyses for the Section financial Managers.

- Participate in the formal quarterly execution review process by providing budget execution input and monitors the execution of funds.

-Evaluates financial plans to ensure consistency with program baselines and requirements.

-Apply knowledge of the acquisition life-cycle process to support development and preparation of acquisition documents. Prepares and/or reviews acquisition and financial management documents.

-Uses expert knowledge of the congressional and presidential budget process and strategies of program and budget presentation to support the development of credible and defensible resource requests and justification material.

To qualify, you must possess 1 year of SPECIALIZED EXPERIENCE equivalent to the next lower grade to perform successfully the duties of the position and that is typically in or related to the position to be filled.  Specialized experience is defined as performing a range of technical, administrative, and analytical duties connected with agency appropriations and procurement, providing support for assigned budget functions, evaluating financial plans and receiving fund control documents and distributing funds as appropriate.

 

The experience described in your resume will be evaluated and screened for the Office of Personnel Management's (OPMs) basic qualifications requirements and other competencies needed to perform the duties of the position as described in the MAJOR DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education and training are relevant to the duties and responsibilities of the announced position. Specifically you will be evaluated on the following competencies:

 

1. Knowledge of financial management, budgeting and analytical concepts, methods, techniques, principles and practices.

3. Ability to evaluate and develop financial plans.

GS-9: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B or JD may be substituted for experience. 

 

GS-11: 3 full years of progressively higher level graduate education leading a PhD or LL.M may be substituted for experience.

 

Education cannot be substituted for experience at the GS-12 level or above.

This is an Acquisition Position coded Level II in Financial Management career field. Incumbent must obtain and maintain certification within 24 months of Entrance on Duty (EOD). Incumbent must complete 80 continuous learning points every two (2) years.
