JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

 

The position is located in the Technologies Branch, Emerging & Disruptive Technologies Directorate, at the National Ground Intelligence Center, Charlottesville, VA

 

The National Ground Intelligence Center is located north of historical Charlottesville, VA about two hours from Washington, DC. Charlottesville is 30 minutes from the Blue Ridge Mountains, 3 hours from the beach, and 1 hour from Washington, DC.  Employees for local businesses are drawn from a seven-county area with a combined population of more than 215,000.  The area is touched equally by all four seasons.  The average annual temperature is nearly 57 degrees F and average annual precipitation of approximately 44 inches.   For more information visit http://www.charlottesville.org\

 

You will serve as an intelligence analyst producing finished scientific and technical (S&T) analytical products, including forecasts and overall capabilities, of foreign developments in advanced electrical power production and storage concepts, to include fuel cells, batteries and hydrogen, the materials that enable these advances and their application for Army equipment.

 

This is an Interdisciplinary position which may be filled under any of the following titles and occupational series depending on the qualifications of the applicant and needs of the agency:
Chemical Engineer GG-0893
Chemist  GG-1320

You will research and analyze foreign advanced electrical power production and storage. Identify intelligence gaps and implement effective information gathering strategies to fill those gaps. Integrate results and draw conclusions from selected analytical approaches. Design and employ innovative analytical approaches to new or challenging intelligence problems. Produce innovative, targeted all-source intelligence products such as briefings, studies, estimates, forecasts, and assessments. Identify target audience for products, which may include customers in the warfighter, intelligence, DOD research and development, and policy-maker communities. Provide timely, authoritative and sound advice and recommendations on assigned focus area.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level of (GS/GG-12). 

Specialized experience is defined as:  Experience that demonstrates experience with a wide range of scientific and technical (S&T) intelligence analysis techniques and methodologies and mission and administrative policies and objectives.

 You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

• Skill in extended specialized research, study, and collection in order to define critical analytical issues and produce innovative, estimative scientific and technical analysis.
• Skill in applying scientific, engineering, or technical subject knowledge and basic S&T intelligence analytical techniques to carry out assignments, analyses, and operations of varying scope and complexity.
• Skill in preparing detailed specifications for collection based on knowledge of information source, collection systems and/or collection methodologies.
• Ability to present the organization’s position on critical S&T issues in working groups and on committees as a representative of the organization.
• Skill in formulating position on critical issues and projects.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency at a level equivalent to the next lower grade in the series.

A.Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B.Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

Other Requirements
• Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

CONDITIONS OF EMPLOYMENT
• Must be able to obtain and maintain a Top Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• TDY travel will be less than 25% of the work schedule.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
