It is important to note that the Bureau of the Public Debt is in the process of consolidating with the Financial Management Service to become the Bureau of the Fiscal Service (BFS). The BFS promotes the financial integrity and operational efficiency of the U.S. government through exceptional accounting, borrowing, collections, payments, and shared services. 

The incumbent serves as a Human Resources Assistant (Information Systems) in the Office of Administrative Services (OAS), Human Resources Operations Division (HROD), as a member of the Business & Systems Management Staff (BSMS).

    The following are the duties of this position at the GS-07. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Performs a variety of work with human resources systems, policies, and procedures. 
    • Provides technical assistance and advice to management and employees in BPD and external franchise customers on using automated human resources systems.
    • Provides customer service to numerous calls and emails daily in a help desk call center environment on automated human resources system related questions. 
    • Logs, documents, and tracks all calls received using call logging software.
    • Responds to routine system inquires submitted via email or phone by internal and external personnel.
    • Conducts preliminary research for automated human resources systems problems and takes/coordinates corrective action as appropriate.
    • Works with Program Analysts to develop applicable solutions that may be routine or highly complex.

    Specialized Experience for GS-05:   You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. The experience may have been gained in either the public or private sector.  Specialized experience for this position is defined as proven proficiency and supportable experience (as evidenced in the resume):

    • providing assistance to customers or internal employees in the use of automated systems or software (such as assisting users in a college computer lab; providing customer service in a helpdesk capacity with online transactions; or providing phone support to PC end-users, peers and managers in the areas of e-mail, directories, standard Windows desktop or other automated applications in a call center environment). –OR–
    • You may substitute education for experience as follows: Successful completion of a full four-year course of study in any field leading to a bachelor's degree. A copy of transcript or list of college courses designating semester or quarter hours earned is required to receive proper credit. –OR–
    • You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    In addition to the above requirements, you must meet the following, if applicable:

    • Time In Grade: You may be advanced to the GS-05 position if you have held a position no lower than GS-03 in the preceding year under your latest non-temporary competitive appointment OR have held a position at GS-05 or higher under a non-temporary appointment at any time in the past.
