The QM Clinical Nurse Analyst serves as an expert practitioner whose practice encompasses a wide range of responsibility and accountability. The QM Clinical Nurse Analyst demonstrates leadership in planning, implementing, evaluating, and improving holistic care delivery using collaborative strategies with others while ensuring compliance with Medical Center/VISN mission and nationally recognized standards. The QM Clinical Nurse Analyst is responsible for providing clinical and administrative recommendations relative to all quality improvement functions within the medical center. He/she promotes and facilitates ongoing effective communication throughout the facility respective to all quality improvement activities. The QM Clinical Nurse Analyst reviews all Quality Management issues that relate to the facility, maintains necessary records, and assures that issues are handled in an appropriate, accurate and timely manner. These Quality Management issues include, but are not limited to: Performance Measures, Patient Safety, Risk Management, Systems Redesign, Continuous Readiness, and Credentialing. Practice is based on conscious and deliberate planning utilizing critical thinking skills.

        

·          Works with the medical center's Quality Management and improvement office to promote quality in the Medical Center in the development of guidelines, criteria, and models for the QM programs such as patient safety, continuous readiness, performance measures, systems redesign, and risk management.

·          Coordinates facility high-priority performance initiatives, leads the team to improvements, and ensures valid and reliable reporting of the data.

·         Analyzes data and reports to identify the need for change, minimize risk, and ensure effectiveness of clinical improvements.

·         Assists the Director of Quality Management and Improvement in forecasting requirements necessary to improve program functions.

·         Provide QM&IS support in applying performance improvement tools in data collection and identify barriers to the achievement of performance improvement in ,risk management, and patient safety initiatives.

·         Assist the Director of Quality Management and Improvement and top management in policy review, formulation and communication, implementation and evaluation and in setting facility priorities related to Quality Management programs.

·         Assists in the coordination of Preventative Ethics issues.

·         Provides oversight and monitors the Inpatient Evaluation Center (IPEC) data and is assigned to identify opportunities for improvement. 

·         Monitors the follow-up recommendations specific to Quality Management issues resulting from the Joint Commission and other external review visits, and formulates communication through the Director of QM&IS to The Joint Commission, and other external agents regarding these reviews.

·         The Nurse III is responsible for practicing in accordance with and adhering to regulations such as the Nurse Practice Act, VHA policies and procedures, and those of outside accrediting bodies.  This nurse demonstrates dedication to the Nursing Profession and represents Nursing in the Community and Professional activities.

Citizen of the United States.  Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.    Must be proficient in spoken and written English.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected.   Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.     Education/Experience Requirements: 

  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
  • Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. 
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience. 

 

The following background or experience is preferred:

1.  Experience with Quality Management Programs such as Risk Management, Performance Measures, Patient Safety, Continuous Readiness, or other related funtions.

2.  Knowledge of Systems Redesign, leading performance improvement teams, or use of quality management statistical tools and techniques.

3.  Ability to establish and maintain effective working relationships, to include the ability to communicate orally, and lead interdisciplinary projects or teams.
