Incumbent is assigned to the National Gallery of Art’s Operations Department and supervises and oversees employees which support electrical, building automation system (BAS) and shift operations at the National Gallery and assumes responsibility for the operations of all Gallery control and electrical system infrastructure, including management of a 13,200 volt electrical service and a BAS that monitors over 10,000 control points throughout the Gallery. Assists the Operations Manager with the development and management of the department’s annual operating budget and in the planning, inspecting, and coordinating of facilities management renovation projects including reviewing construction drawings and specifications for compliance with the Gallery’s standards and mechanical and electrical codes.

Candidates must meet the Qualification Standards Handbook requirements for the GS-1640-13.  This requires at least 1 year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience managing the operations of complex facility BAS and HVAC systems and supervising the work of a multi-shop organization including operating engineers, electricians, and control engineering technicians. Candidates must reflect in their submitted USAJOBS résumés the possession of this specialized experience.  If their résumés do not include such specialized experience, they will be ineligible for this position.


Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.  Candidates should ensure their résumé and submitted materials clearly demonstrate possession of these factors to receive maximum employment consideration. 


1. Skill in directing building energy management and control systems.


2. Skill in the planning, organizing, staffing, directing and controlling of a building operations department with at least 40 employees.


3. Skill in communicating both verbally and in writing to a wide variety of technical and non-technical individuals.


4. Ability to analyze problems and situations and to offer viable solutions in an efficient and timely manner.


Physical requirements: The incumbent is expected to sustain superior performance in a fast paced environment under constant pressure to meet changing requirements and demanding deadlines. The incumbent is required to use ladders, scaffolds and platforms. Work areas may be located in cramped and isolated locations that are difficult to access. This position involves considerable climbing, standing, walking, crawling, kneeling, bending and stooping.
