The incumbent provides marketing, advertising and public affairs support to the Regional Recruitment Office. S/he participates in the development of a strategic communications and marketing strategy designed to generate specific recruitment leads. S/he develops and manages the Regional Recruitment Office (RRO) communications budget. Assists recruiters in developing recruitment campaign plans and strategies by researching media markets and recommending media/marketing techniques. The incumbent is responsible for the RRO advertising program including writing, designing and negotiating the placement of advertising.

Establishes and maintains key points of contact with the media and other organizations. Functions as a liaison with the Office of Communications and the Office of Press Relations assisting in the dissemination of national public service announcements and coordinating media appearances.

Writes news releases and develops and pitches article and feature stories to local media. Participates in the planning and implementation of community relations activities and special events.

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

Demonstrated skill in developing and implementing advertising and marketing strategies, as well as developing, planning, directing and advising public affairs and public relations programs.

Demonstrated skill in establishing and maintaining effective social media platforms and campaigns that convey the mission, programs and activities of the organization and create extended networks.

Demonstrated ability in establishing and maintaining media contacts and developing effective media campaigns.

Demonstrated skill in media relations by establishing and maintaining effective print, online and broadcast media contacts, and generating media coverage of stories and events by preparing news releases, story pitches and relevant social media content.

Demonstrated knowledge of graphic design, newsletter and email layout, and web page updating, as well as promotional copy writing.

Demonstrated ability to coordinate high profile events that include executive level agency representatives and community leaders.

ADDITIONAL REQUIREMENTS:

I certify that I possess at least 3 or more years demonstrated experience developing communications plans and campaign/marketing strategies designed to generate leads and increase awareness about an organization.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 05: Qualifying experience for the FP-05 level includes one year of specialized experience at least equivalent to the FP-07 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include responding to requests for non-controversial information, developing written materials to reach audiences through the news media, and responding to media questions on standard agency policies.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the FP-05 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 04: Qualifying experience for the FP-04 level includes one year of specialized experience at least equivalent to the FP-05 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include planning and implementing an external communication program, communicating new program initiatives or activities, developing and coordinating the production of promotional material, and developing and pitching articles/feature stories and writes new releases.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the FP-04 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 30 months, but may be extended up to 5 years. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

This position is located in Peace Corps' Office of Volunteer Recruitment and Selection, Office of Recruitment, within the jurisdiction of the regional recruitment office (RRO). The incumbent in this position serves as the Public Affairs Specialist (PAS) providing marketing, advertising, and public affairs support to the regional recruitment office.
