JOB SUMMARY:

This position is located in the National Institute of Allergy and Infectious Diseases (NIAID), Office of Acquisitions (OA) in Bethesda, Md.  The OA is a Consolidated Operations Acquisitions Center responsible for planning, directing, and accomplishing all Research and Development, Station Support and Simplified Acquisitions for the NIAID in accordance with Federal, Departmental, and NIH procurement policies and procedures.  You will provide programmatic and administrative support to the Director and Deputy Director, OA, and senior staff of the NIAID Acquisition Management and Policy Branch on a wide variety of administrative management and programmatic issues and projects.

KEY REQUIREMENTS

  • Time in grade met within 30 days of closing date.

  • This position requires an average of 3 nights per year travel.

If you are selected you will perform the following duties: 

Participate in the development and implementation of comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities for the assigned organization. 

Provide advice and guidance of a factual nature regarding well-precedented issues and interpret established and pertinent regulations and organizational policies, management principles, and administrative rules.  

 

Initiate contact with employees, supervisors, and managers to give technical advice and guidance on problems of a procedural nature, such as common administrative practices and procedures to organizations pertaining to areas of responsibility and delegation of authority and assist in the analysis of the impact of options and recommendations on organizational performance.

 

Perform program evaluation in assigned areas, which may include grants review, program support management; financial management; procurement; quality assurance; management analysis; and/or administrative management. 

 

Provide organizational support for planning, analyzing, coordinating, and evaluating the development of priorities, resource allocations, work force management, and/or performance for organizational objectives to support operational requirements. 

 

Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyze program performance data to identify issues and make recommendations for improvement.  

 

Review information, reconcile conflicting data, and analyze findings to develop recommendations and proposals.

 

Participate in special studies, which include analyzing data, developing formats to report the results of studies, and recommending alternative courses of action.

You must demonstrate in your resume at least 1 year of specialized experience equivalent to at least the GS-7 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in evaluating the effectiveness or efficiency of programs; providing support for program planning and analysis activities; using integrated reporting systems; assisting in reviewing information and analyses of findings.

OR

Related master's or equivalent graduate degree OR 2 full years of related progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

OR

Equivalent combinations of related graduate education and specialized experience.
