JOB SUMMARY:

The Bureau of Economic Analysis (BEA) is one of the world's leading statistical agencies, recognized throughout the United States and around the world as a key source for the best and most comprehensive economic statistics available. The data produced by BEA are among the most important tools used in decision-making by policy-makers in the Congress and the executive agencies, including the Council of Economic Advisors, the Federal Reserve, the Office of Management and Budget and the Treasury. BEA's data are also used extensively by private businesses and a wide range of regional organizations, state and local governments, businesses and educational institutions.

This vacancy is for an Economist/Program Manager position in the Associate Director for Industry Accounts, Industry Sector Division located at the U.S. Department of Commerce, Bureau of Economic Analysis in Washington, DC. The Industry Sector Division (ISD) prepares the annual and benchmark input-output accounts and GDP by Industry Statistics for the United States jointly with the Industry Applications Division within the Industry Economic Accounts (IEA) Directorate of BEA. Both divisions also conduct research to improve the timeliness, accuracy and relevance of the IEA. The incumbent is an Economist within the ISD responsible for researching, developing, and implementing improvements to the estimation methodologies, data collection, and preparation of economic statistics in the Industry Sector Division.

This position is located in the Industry Sector Division.  The individual selected for this position will be:

*Major Duty 1 :   Managing the preparation of, analysis of, and improvements to Industry Economic Accounts statistics.

*Major Duty 2:  Preparing and guiding staff who prepare data analysis to support the development of economic statistics for industries and the U.S. economy.

*Major Duty 3:  Developing improved estimation methods to address limitations in current estimation procedures and gaps in data coverage.

*Major Duty 4:  Interpreting and analyzing data from the national, regional, and industry economic accounts and from various other sources.

*Major Duty 5:  Providing clear and concise written material to BEA staff

*Major Duty 6:  Assisting with technical issues related to the preparation of economic statistics.

*Major Duty 7:  Performing individual research to improve the timeliness, relevance, and accuracy of the BEA's Industry Economic Accounts.

MINIMUM QUALIFICATION REQUIREMENTS: Basic Entry Requirements for All Grade or Band Levels: A. Degree: economics, that included at least 21 semester hours in economics and 3 hours in statistics, accounting, or calculus. OR B. Combination of education and experience -- courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. BAND LEVEL REQUIREMENTS:

Band III (GS-11/12) To qualify for the band III (GS-11 level), you meet the basic education requirements listed above and have one year of specialized experience equivalent to the next lower grade (GS-9 level) or band II. Examples of specialized experience include: compiling and assembling statistical material and applying statistical techniques and analysis to data; possessing responsibility for collecting economic data from a primary or variety of sources; manipulating or analyzing complicated economic topics; preparing quantitative analyses; preparing analytical reports; conducting literature searches and preparing preliminary write-ups of findings; locating and collecting relevant data to analyze a specified problem; updating databases for econometric models; designing tables and charts to illustrate analyses; and preparing preliminary reports. OR

A PH.D. in Economics or you must have three years of progressively higher level graduate education leading to a PH.D. in Economics.

BAND IV (GS-13/14) To qualify for the band IV (GS-13 level), you meet the basic education requirements listed above and have one year of specialized experience equivalent to the next lower grade (GS-12 level) or band III. Examples of specialized experience include: compiling and assembling statistical material, and applying statistical techniques; using economic theories and principles; proposing and conducting research; serving on interdisciplinary teams or groups that complete research related to data analysis; meeting deadlines; working with data from a variety of statistical agencies; communicating results of research and/or economic analyses in writing and in person to technical and non-technical groups; managing projects; supervising employees.
