The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation's passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation. The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.
To meet this mission FRA promulgates and enforces rail safety regulations; consolidates government support of rail transportation activities; administers financial assistance programs; conducts research and development in support of improved railroad safety and efficiency, and national transportation policy, including improved intercity passenger service.

The Railroad Safety Specialist (HazMat) works in a Regional or telework Office of the Federal Railroad Administration (FRA), Office of Safety, or a telework location approved by the FRA. The FRA Office of Safety promotes and regulates safety throughout the Nation's railroad industry. This position is the regional expert responsible for the interpretation and administration of FRA regulations and procedures concerning hazardous materials. Supervises approximately 4 to 14 Railroad Safety Inspectors.
The IDEAL CANDIDATE for this position is a mission focused professional who has experience providing guidance, interpretation, and enforcement of the Pipeline and Hazardous Materials Safety Administration (PHMSA) and FRA regulations and procedures concerning rail transport of hazardous materials. Experience should include developing and delivering training on rules, regulatory issues pertaining to the transportation of hazardous materials by rail to offerors, railroad officials, manufactuers, railroad union officials, members of Federal, State and other local regulatory and emergency response agencies. Additional experience should include familiarization and a working knowledge of bulk packaging nomenclature, design, construction, qualification and maintenance.
