This position is located in the Office of Resource Management, Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics and Construction, Office of the Secretary, Department of Veterans Affairs (VA). The office is responsible for the financial management of VA's major and minor construction programs, administrative budget, human resource management, training, management of Freedom of Information Act and Privacy Act inquiries, information technology liaison services, and logistics support. This position serves as a program specialist and provides assistance to the Associate Executive Director of Resource Management by overseeing and coordinating administrative processes and procedures for the office.

The incumbent will:

  • Perform a variety of administrative and technical duties/responsibilities in support of management program areas, such as construction programs, budget, correspondence, Freedom of Information Act and Privacy Act inquiries, internal travel program, operations support, etc.;
  • Provide guidance for the office in responding to urgent requests for information from the Associate Executive Director and make recommendations on issues of administrative office operations, strategy and plans.
  • Assess the productivity, effectiveness and efficiency of operations.
  • Write and publish office standard operating procedures for implementing administrative directives.
  • Analyze and compile data and review for accuracy.

Work schedule: Monday through Friday, 8:00 am to 4:30 pm

Time-In-Grade Requirement:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.  The grade may have been in any occupation, but must have been held in the Federal service.  For this vacancy announcement, applicants must have completed at least 52 weeks at the (GS-07) grade level to be eligible for the (GS-07) grade level.  An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Minimum Qualifications for the GS-09

Specialized Experience:  One year (52-weeks) of specialized work experience equivalent to the GS-07 level in the Federal service:

  • Establishing criteria to measure and/or predict the fulfillment of administrative goals and objectives;
  • Developing administrative guidelines for application throughout the office;
  • Writing standard operating procedures for implementing administrative directives;
  • Analyzing data to prepare findings and make recommendations to improve administrative processes and procedures; and
  • Tracking progress and ensure deadlines are met for management.

OR

Education: Two full years of graduate level education, or a master's or equivalent degree in Management, Psychology, Business Administration, or a field of study that is directly related to the duties of this position. NOTE: You must submit a copy of your transcripts with application.

OR

Combination of Experience and Education: A combination graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education beyond the first two years (18 graduate semester hours) may be used to qualify. NOTE: You must provide a copy of your transcripts with your application.

You will be rated on the following competencies as part of the assessment questionnaire for this position. Narrative responses are not required at this time.

  • Knowledge of administrative plans and policies needed to ensure that the office procedures are properly coordinated and executed.
  • Knowledge of analytical, evaluative, and investigative methods, practices and procedures, regulations, precedents, and policies to interpret information and apply it to administrative operations.
  • Knowledge of qualitative and quantitative methods for assessing and improving program effectiveness and efficiency.
  • Skill in applying analytical and evaluative techniques in order to identify, consider and resolve issues or problems of a procedural or factual nature.
