JOB SUMMARY:

NMFS is dedicated to stewardship of our nation's living marine resources, and the habitat on which they depend, through scientific research, management and enforcement. NMFS provides effective stewardship of these resources to benefit the nation, through domestic and international programs supporting coastal communities that depend upon them, while providing safe and healthy seafood to consumers and recreational opportunities for the public.

Come for the adventure and stay for the career!  This position is located in the National Marine Fisheries Service, Alaska Regional Office. The Alaska Regional Office provides effective stewardship of marine resources through domestic and international programs supporting coastal communities.  The Alaska Region oversees sustainable fisheries that produce about half the fish caught in U.S. waters, with responsibilities covering 842,000 square nautical miles off Alaska.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZS-3 is equivalent to the GS-05/06 levels.  The ZA-4 is equivalent to the GS-07/08 levels.  Salary Range:     ZS-3: $36,032 - $49,562  or   ZS-4: $42,368 - $60,995

In addition to the salaries listed above, there is a Cost of Living Allowance (COLA) for the Juneau, AK area in the amount of 5.57% for 2012, which is not subject to Federal income tax. This rate is subject to change for 2013.

This position is also being advertised as an Administrative Office Assistant, ZS-0303-3/4 under announcement NMFS-AKR-2013-0005 (status candidates). You must apply separately to each announcement to be considered for each announcement. 

A one year probationary period may be required.

Payment of relocation expenses is not authorized.

This is a non-bargaining position.

The individual selected for this position will:

  • Provide full administrative office management and support for the Restricted Access Management Program (RAM), which implements and administers permit programs for the Alaska Region.
  • Provide primary administrative support for Alaska Region permits and licensing group.
  • Implementation and daily administration of permit programs under the jurisdiction of the National Marine Fisheries Service, Alaska Region. 
  • Carry out specialized projects and develop or implement programs.
  • Analyze data and compile reports.

There is no positive education requirement for this position.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

For the ZS-3 level:  Specialized experience at this level includes proficiency in creating, managing, and finalizing correspondence and documents using Microsoft Office software (Word, Excel) and Adobe; creating maintaining, and filing of records; and preparation of travel arrangements along with time and attendance records for staff.

Substitution of education for specialized experience:  You may also qualify at the ZS-3 level with 4 years above high school. 

For the ZS-4 level: Specialized experience at this level includes proficiency using automated systems and software for data retrieval; experience in applying data quality and data confidentiality standards.

HOW YOU WILL BE EVALUATED:
