This vacancy is for an IT Specialist (Systems Analysis) position in the Application Services Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

A one-year probationary period may be required.

Relocation expenses may be paid.

This is a nonbargaining unit position.

This position may be filled through means other than the competitive promotion process.

The individual selected for this position will:

*Major Duty 1 Manage multiple projects and leading teams or work groups to complete assigned projects.

*Major Duty 2 Support the design, use and maintenance of SAS BI applications.

*Major Duty 3 Design, oversee and administer the global configuration, shared services, system policies, procedures, and overall SAS BI/DI configurations.

*Major Duty 4 Gather and document requirements and maintains the Systems Development Lifecycle for the IT directorate and the 2020 Census.

*Major Duty 5 Provide effective customer service to fulfill internal and external customer needs, providing, information, assistance, and/or training, resolving problems; explaining system and product functionality; and satisfying expectations.

You must have and your resume must detail how you meet the specialized experience AND information technology-related experience demonstrating each of the four competencies described below.

COMPETENCIES:

1.  Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.

2.  Customer Service - Works with clients and customers (that is, any individuals   who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.

3.  Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.

4.  Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

You must have one year of specialized experience equivalent to at least the GS-12 level.

SPECIALIZED EXPERIENCE:

Examples of specialized experience include applying analytical processes to plan, design, and implement new and improved information systems to satisfy business requirements of customers; consulting with customers to identify or refine functional requirements and translating functional requirements into technical specifications; implementing software development life cycle processes and procedures; ensuring integration of all systems components (i.e., procedures, databases, policies, software, and hardware); performing needs analyses to define opportunities for new or improved business process solutions; conducting business process reengineering; and monitoring and tracking staff activities to satisfy customer goals and requirements.

EDUCATION:

Education cannot be substituted for experience at this grade level.

HOW YOU WILL BE EVALUATED:

KSA 2 Ability to use SAS analytical tools with a concentration of server platform SAS BI report creation, BI developer programming, report creation, report publishing and OLAP cube building.

KSA 3 Ability to create and modify SAS BI Dashboards using available functionality and understand the interrelation of SAS BI/DI components to provide guidance, technical expertise, mentoring and knowledge transfer within the Customer community.

KSA 4 Ability to diagnose and solve complex customer requests or problems, working effectively with others including team members, managers and customers to obtain requirements, negotiate work products and translate them into an IT product.
