JOB SUMMARY:

The Defense Technical Information Center (DTIC) is the central facility for the acquisition, storage, retrieval, and dissemination of scientific and technical information (STI) supporting the Research and Engineering (R&E) needs of the Department of Defense (DoD).

DTIC provides leading edge information services and products to the DoD community and is a recognized leader in information and knowledge management innovations.

  • Serves as a senior IT Specialist and Project Officer responsible for the complete life cycle management of software development.
  • Serves as a technical expert in the area of applications system design.
  • Uses a broad knowledge of automated systems to respond and analyze requests for new or modified functional requirements.
  • Serves as a technical expert and conducts studies and assessments to identify opportunities for application modernization efforts.
  • Conducts software code reviews to ensure compliance with DoD and DTIC development standards.
  • Prepares system documentation and diagrams that effectively communicate system components operations and interactions.

TIME-IN-GRADE REQUIREMENTS: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.  For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.

 

BASIC REQUIREMENTS:  Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below:

• Customer Service
• Oral Communication
• Problem Solving

In addition to meeting the basic qualification requirements stated above, applicants must have the amounts of experience required for the grade levels shown below. 

SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade or pay band level within the federal service, which demonstrates the ability to perform the duties of the position, is required. 

 

For the GS-12, one year of specialized experience as a GS-11 in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.

 

Specialized experience is defined as experience designing, implementing, and testing complex software applications in secure environments.  Experience developing web applications using the Java language, Java frameworks and data access tools such as Spring, J2EE, JQuery, Hibernate or Cayenne.  Experience with relational databases such as MySQL, Oracle or Microsoft SQL Server.

 

For the GS-13, one year of specialized experience as a GS-12 in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

 

Specialized experience is defined as experience designing systems for high availability, security, scalability, manageability, and reliability.  Experience implementing software design patterns.  Experience using software build tools such as Maven and version control software such as Subversion or CVS.

 

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.  Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.  Applicants must describe how their experience meets the competencies within the body of the resume.  No separate statements addressing KSA's or competencies are required.

 

Competencies:

 

Ability to analyze, design, and develop software solutions using practiced software development principles, methods and techniques of Object Oriented Programming (OOP). 

 

Skill in performing application quality assurance.

 

Ability to communicate effectively with customers and stakeholders to elicit requirements, present solutions, investigate and resolve issues.

 

Ability to coordinate, communicate, and lead a technical staff with diverse backgrounds.

 

Ability to lead technical projects to successful completion.

 

Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.


There is no substitution of education for specialized experience at this grade level.
