The FCC's jurisdiction covers the 50 states, the District of Columbia, and U.S. possessions.

This position is located in the Wireless Telecommunications Bureau, Technology, Systems & Innovation Division, Gettysburg, PA.


Relocation expenses will not be paid.

Incumbent researches, develops writes and edits informational materials to be distributed via Agency's web pages, other electronic media outlets and print media. Incumbent will monitor usage metrics and optimize content and processes to maximize effectiveness. Work with IT staff and develop requirements for system changes based on metrics. Suggest interactive tools that will have the greatest potential for engaging and helping the public. Incumbent independently reviews and studies current telecommunications-related policies, rulemakings, laws, news articles, and licensing related inquiries data and trends; and, collects and analyzes information from wireless industry and news articles in order to initiate, plan and develop industry related electronic and print materials. Incumbent develops writes and edits a variety of informational and educational materials (e.g. fact sheets, blogs, videos, brochures, etc.) for ultimate dissemination to government entities, business and individuals based on FCC's rules, policies, plans and programs as well as telecommunications-related news informational materials to be disseminated at industry targeted outreach and educational events. Reviews and analyzes new or proposed wireless regulations and legislation (e.g., amendments to the Communications Act) to determine impact on the Bureau's outreach materials and programs. Based on review and analysis of new regulations/legislation, incumbent recommends and develops changes in the information that is being disseminated to the public including using innovative electronic media outlets such as social networking outlets. The incumbent is responsible for all written correspondence generated by the Bureau's licensing related systems and ensures that all form letters, authorization documents, emails, notifications and public notices are presented concisely, address all relevant issues and easily understood by a diverse audience to maintain compliance with the Plain Writing Act of 2010. Incumbent is responsible for writing, editing and PRA compliance of the Bureau's forms, instructions, online filing systems and help files. The incumbent maintains an awareness of changes to rules, policies, plans and programs related to wireless and public safety licensing and works with stakeholders to develop new forms/filing systems or change existing forms/filing systems. The incumbent ensures that all forms, filing systems, instructions and help comply with the Plain Writing Act of 2010 and the Paperwork Reduction Act. The incumbent prepares all materials related to the PRA process. As support for ULS Hotline, the incumbent may research, develop, write and/or update scripts for the Hotline and material for distribution at the Bureau's booth on licensing related rules, policies, and plans -as well as other telecommunications issues, as needed.

Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade level in the Federal service.


For GS-11: Specialized experience includes the following: 1) Experience developing and writing a variety of informational materials (e.g., scripts, summaries, fact sheets, brochures, etc.); 2) Experience editing written materials for conciseness, clarity and accuracy; 3) Experience writing content for the web that utilizes Search Engine Optimization (SEO) strategies; and 4) Experience interacting with a diverse set of individuals to ensure written materials are consistent in style, tone, and quality. 


For GS-12: Specialized experience includes the following: 1) Experience developing and writing a variety of informational materials (e.g., scripts, summaries, fact sheets, brochures, etc.); 2) Experience editing written materials for conciseness, clarity and accuracy; 3) Experience writing content for the web that utilizes Search Engine Optimization (SEO) strategies; 4) Experience interpreting and explaining policies, regulations, and programs; and 5) Experience interacting with a diverse set of individuals to ensure written materials are consistent in style, tone, and quality.
