JOB SUMMARY:

The Mission of the U.S. Fish & Wildlife Service: working with others to conserve, protect and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people.

Incumbent serves as a Visitor Services Specialist at the Upper Mississippi River National Wildlife and Fish Refuge, LaCrosse District assisting with the operations at a National Wildlife Refuge assisting with the operations of the Refuge visitor services program. Work is directed towards providing the public with safe, accessible, and quality wildlife-dependent recreation opportunities such as hunting, fishing, wildlife observation, wildlife photography, environmental education and interpretation.  More than one position may be filled for similar positions within the U.S. Fish and Wildlife Service offices in the local commuting area.

  • Developing interpretive program such as orientation talks, conducted walks, and demonstrations for general public audiences or school groups.
  • Developing interpretive materials such as pamphlets, exhibits, and signs.
  • Conducting on and off-site environmental education programs for a variety of audiences.
  • Drafting environmental education curricula and other educational products.
  • Recruiting and training candidates for volunteer programs, developing work projects and coordinating activities with Refuge personnel.
  • Assisting with the management of wildife-dependent recreation opportunities such as hunting, fishing, wildlife observation, wildlife photography, environmental education and/or interpretation.
  • Assisting with with the implementation of a public outreach through written and oral communications.

GS-5:  You may meet the minimum qualifications if you have one of the following:

A.  A 4-year course of study leading to a bachelor's degree or I possess a bachelor's degree with major study or 24 semester hours in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, or other closely related subjects pertinent to the management of natural and cultural resources. (Provide a copy of college transcript with application).

 

B. A least one year of specialized experience equivalent to the GS-4 Federal grade level performing the duties of a Park Ranger (Visitor Services). Examples of specialized experience include assisting in conducting  environmental education presentations and training, interpretive talks  or demonstrations; assisting in development or revision of interpretive materials such as guidebooks, brochures, flyers; developing or presenting environmental education programs;   assisting in coordinating a volunteer program; managing wildlife dependent recreation activities such as hunting, observation, or photography; and drafting news releases or event flyers to encourage attendance at special events.

C. An equivalent combination of education AND experience as described above.

GS-7:  You may meet the minimum qualification requirements if you have one of the following:

A. At least one year of specialized experience equivalent to the GS-5 level in Federal Service or comparable pay systems. Examples of specialized experience is performed at a more advanced level than that described for GS-5 and includes independently conducting  environmental education presentations and training, interpretive talks  or demonstrations; development or revision of interpretive materials such as guidebooks, brochures, flyers; developing or presenting environmental education programs;  coordinating a volunteer program; managing wildlife dependent recreation activities such as hunting, observation, or photography; and drafting news releases or event flyers to encourage attendance at special events.

B. A bachelor's degree (with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, or other closely related subjects pertinent to the management and protection of natural and cultural resources) AND Superior Academic Achievement at the undergraduate level based on one of the following: 1) Class standing - Graduated in the upper third of the graduating class based on completed courses in the college, university, or major subdivision; 2) Grade point average - 2.95 or higher out of a possible 4.0 scale based on courses completed during the final 2 years of my curriculum; or 3.5 or higher on a 4.0 scale based on the average of the required courses completed in my major field or the required courses in my major field completed during the final 2 years of my curriculum; or 3) Election to membership in a national scholastic honor society. Submit copy of transcript(s).(Submit a copy of your transcript, proof of class standing and/or honor society membership with your application).

C.  At least one full year (18 semester hours) of graduate level study, or possess a master's or higher degree, e.g., Ph.D., in fields such as those described above. One year of full-time graduate education is considered to be the number of credit hours that the school has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.  (Provide a copy of college transcript with application).

D. A combination of experience and education described in "A" and "C" above. To calculate, compute your total qualifying experience as a percentage of the experience requirement; then determine your education as a percentage of the education requirement. Add the two percentages; the total must equal to at least 100 percent to qualify. Submit copy of transcript(s).

Requirements

The position will have both office and outdoor work.  The work involves frequent on-site visits requiring some physical exertion, such as walking over wet, rough, uneven or rocky terrain; bending, crouching, stooping, stretching, reaching, lifting, or similar activities.  The work requires average agility and dexterity.

·         Ability to communicate in writing to convey effective messages to the public.

·         Ability to communicate orally on natural resource and science based curriculum and information to diverse audiences of varied backgrounds and age levels. 

·        Ability to establish and maintain working relationships within and external to the agency in order to coordinate and promote the program’s goals and objectives.
