This position is located in the Pathology and Laboratory Medicine Service Line, in the General Laboratory, of the Wm S. Middleton Memorial Veterans Hospital, Madison, WI. The purpose of this position is to perform a variety of standardized tests and examinations under regular technical supervision. This is an excepted position under the Pathways Program.

ELIGIBILITY REQUIREMENTS:  To be eligible for the Pathways Intern Program, you must be accepted for enrollment or be enrolled and seeking a degree, diploma or certificate in a qualifying educational institution on a full or half-time basis at an accredited college or university. Certificate programs are defined as post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.

An Intern may be converted non-competitively from the Internship Program to a term or permanent position in the competitive service, however, conversion is not mandatory or guaranteed.   Interns must be US citizens to be eligible for conversion.   In addition, to be eligible for conversion, an Intern must have completed at least 640 hours of work experience while enrolled as a full time or half time degree seeking student, completed the educational requirements from a qualifying institution, receive a favorable recommendation by an official of the agency and meet the qualification requirements for the position to which being converted.

The Pathways Program participant will enter into a written Participant Agreement that clearly identifies expectations, a general description of duties, evaluation procedures, work schedules and minimum eligibility requirements for conversion to term or permanent positions in the competitive service.

Incumbent sorts and counts clearly marked packages and containers of laboratory supplies and replenish storage cabinets and workstations. Maintains a clean work area and assists higher graded technicians with maintenance throughout the laboratory.  Incumbent prepares patient collection kits and distributes them to appropriate location within the lab.  Performs a variety of relatively standardized tests, examinations, and determinations using well established techniques and procedures but involve many sequential steps. Incumbent receives and accessions various laboratory specimens into the Laboratory Information System. Incumbent prepares specimens by centrifugation for testing or examination by higher graded technicians and distributes specimens accordingly. Processes and sends out tests according to the Laboratory Processing Instruction per Reference Laboratory and packages specimens according to Federal Regulations for transportation. Makes telephone notifications of unacceptable/questionable laboratory specimens and provides troubleshooting regarding specimen acceptability. Works directly with Medical Technologist and other hospital personnel related to patient care.

Work Schedule: Alternating weekends ( every other Saturday and Sunday) from 6:00 AM to 2:30PM

PHYSICAL REQUIRMENT: Physical demands are moderate. It requires regular and recurring physical exertion and strain such as long periods of standing or considerable walking.

WORK ENVIRONMENT: Work is performed in a confined laboratory area involving the use of the computer and telephone. Moderate risks are involved because of bio-hazardous materials. Incumbent is required to use safety procedures and equipment when needed.

Education/Experience: To qualify for the GS 4 position you must have 6 months of general and 6 months of specialized experience.  Specialized experience is described as technical medical laboratory/support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; or technical support work in a closely related field, e.g., biological laboratory technician work.

OR

2 years of study that included at least 12 semester hours of chemistry and/or biological science.  

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position.

KSA1: Familiarity with basic laboratory procedures and processes to ensure correct labeling and preparation of specimens, preparation of culture media, and assembly of collection tray

KSA2: Basic knowledge of supply accountability requirements.

KSA3: Knowledgeable of common laboratory equipment such as the centrifuge, automatic pipette machine, or sterilization equipment.

KSA4: Knowledge of basic medical terminology used in the laboratory to supply information by phone and route requests to the proper laboratory.

KSA5: Knowledge of computer menus and options to enter laboratory test requests and retrieve results.

KSA6: Knowledge of safety procedures when handling specimens.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
