This is a supervisory position in the Director’s Office, Office of the Chief Financial Officer (OCFO), as the Chief Financial Officer, which has responsibilities in the areas of grant administration, fiscal and financial administration of grants, and processing of administrative obligations and payments, including but not limited to vendors, employee travel and invitational travelers, and reconciliation of agency travel and purchase cards.  The incumbent independently provides accurate, expert advice to the IMLS Director, Chief Operating Officer, Deputy Directors and other senior management staff for implementing, operating and maintaining a single integrated financial information, management and accounting system that is responsive to the budgetary and financial needs of senior management and their staff.  The incumbent also is the primary contact and liaison with the IMLS external financial auditors.    This position coordinates with the OCFO staff responsible for grant administration policy and systems.  This position reports directly to the Chief Operating Officer (COO).

For the GS-15:  Candidate must have at least one year of specialized experience equivalent to at least the GS-14 level in the Federal service which involved knowledge of audit rules, regulations, and procedures for grants to all programs, and ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.
