This position is located in the Office of the Secretary, Office of Assistant Secretary for Planning and Evaluation (ASPE), Office of Science and Data Policy, in Washington, D.C.

Participates in the policy analysis, program design and oversight, and evaluation of policy and program research activities with respect to major HHS science, public health, preparedness and safety programs and policies.  Uses economic theory and economic research methods.  Systematically, collects, analyzes, and interprets economic and related data and presents economic knowledge in usable form for policy development and decision-making.  Carries out studies that examine the individual economic impacts of programmatic and policy activities of HHS agencies, including, but not limited to, public health, regulatory, preparedness, and science policy agencies. Incumbent is responsible for performing benefit-cost and other economic analyses of HHS regulations and programs and for reviewing economic content of HHS regulatory documents.

Basic Qualification Requirements:

A. Have at least a bachelor's degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

 

B. Have a combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

 

Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirements candidates must also:

For GS-11 Grade Level:
A. Have one year of specialized experience, equivalent to the GS-9 grade level in the Federal service, researching and analyzing economic data; obtaining, processing, and analyzing data sets; and developing and presenting technical or analytical reports/papers.


OR

B. Have three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study.

 

OR

 

C. Have a combination of experience as described in "A" above and graduate education as described in "B" above.  When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

 

For GS-12 Grade Level:

Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, determining research methods, compiling and analyzing relevant economic data, and making sound recommendations; conducting evaluations and outcome studies; and developing various technical or analytical reports and presenting clear technical findings.

 

For GS-13 Grade Level:
Have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service, examining economic data and identifying areas of potential impact; analyzing complex data sets and making recommendations; interpreting complex technical information into representative and supportable presentations to a variety of audiences.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
