JOB SUMMARY:

The National Indian Gaming Commission is an independent Federal regulatory agency whose primary mission is to regulate gaming activities on Indian lands for the purpose of shielding Indian tribes from organized crime and other corrupting influences; to ensure that Indian tribes are the primary beneficiaries of gaming revenue; and to assure that gaming is conducted fairly and honestly by both operators and players.

This position is located with National Indian Gaming Commission (NIGC) in Washington, DC.  The incumbent will serve as the Financial Specialist under the direction of the Director of Finance.  The incumbent will play a key role in the review and approval of management contracts.  The incumbent will also review and analyze financial and financial-related documents received by the agency in order to assure compliance with statutory and regulatory requirements.

 

 

The salary range for this position is equivalent to the GS-12 $74,872-$97,333 per annum

 

These positions are in the Excepted Service. Competitive Service Status is not acquired under this appointment. Merit promotion procedures do not apply.

The major duties of The Financial Specialist include, but are not limited to the following:

 

  • Analyzes business plans and financial projections to determine if the compensation terms comply with federal law.  Analyzes loan documents, Securities and Exchange Commission (SEC) filings, public offering documents, and other documents submitted with management contracts to ensure that Indian Gaming Regulatory Act (IGRA) is not violated.
  • Reviews and analyzes gaming management contracts to determine if they meet the requirements of the (IGRA) and the NIGC regulations.
  • Tracks time and expenses incurred by background investigators in conducting investigations of individuals and entities; analyzes bills and prepares reports; updates time and expenses in accounting system.
  • Tracks the receipt of the annual audited financial statements and reviews the submissions from all Indian gaming operations; determines audits have been conducted in accordance with GAAS and that the financial statements have been prepared in accordance with GAAP.
  • Prepares financial analysis and charts for the presentation of revenue numbers and assists in the draft of annual gaming revenue press release; works with the Division of Compliance on issues arising from the audited financial statements.
  • Maintains and updates database to accurately reflect the receipts of the annual audited financial statements and ensure all financial submissions are scanned into the shared drive.
  • Provides ad-hoc financial analyses as requested by the management.

Educational Requirement:

Bachelor of Science or Bachelor of Arts in Finance, Accounting, Business Administration or a related field from an accredited college or university

Specialized Experience Requirements:

  • Expert skill in project management to include the coordination of tasks, milestones, and workflow among varying regional offices and/or employee skill sets.  Ability to keep projects on required schedules through implementation or completion, and updating senior management on progress as requested.
  • Demonstrated ability to communicate effectively, orally and in writing, as well as the ability to exhibit professional techniques, skills, sound judgment, and tact when dealing with others at all levels both within and outside of the Department.
  • Expert ability to analyze and manipulate large volume of data into a variety of charts, graphs, and reports.  Mastery of communicating technical subjects effectively both orally and in writing.  Mastery of using computer software to accomplish word processing, data base management and spreadsheet application functions

CONDITIONS OF EMPLOYMENT

A preliminary background check must be completed before a new employee can begin work with the National Indian Gaming Commission.  The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete.  If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.  Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau Security Office.
