JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.  This position is located at the 704TH Military Intelligence Brigade S-1, Fort Meade, MD.

Fort Meade, Maryland is located midway between the cities of Baltimore and Washington, D.C. and close to the historical sites of Annapolis, Maryland.  Fort Meade is virtually a city in itself.  There is a modern exchange mall, bank, credit union, post office, and chapels and ample free parking is available.

You will serve as the Commander's liaison, manages the Sexual Harassment/Assault Response and Prevention (SHARP) Program for the Brigade Commander. The serviced population includes Soldiers, family members, Department of Army civilians (OCONUS), and contractor personnel authorized to accompany US Forces OCONUS in contingency operations.

You will conduct prevention activities in an effort to reduce or eliminate sexual harassment and sexual assault. Conducts response activities in the event of a sexual harassment complaint or sexual assault. You will plan, organize staff, carry out reviews and evaluate a positive management oriented SHARP program that includes efforts to resolve systemic problems.

Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-09).

Specialized experience is defined as: Providing managerial and technical assistance in programs such as equal opportunity, sexual assault prevention and response; Evaluating programs to identify and resolve systematic issues; Directing program activities that emphasize prevention of sexual assault and harassment; Establishing comprehensive policy that reinforces a culture of sexual harassment and sexual assault prevention, response and accountability.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Knowledge of Sexual Harrassment/Assualt Policy/Guidance
Ability to Conduct Response Activities
Ability to Develop/Provide Training and Education


Education Substitution:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

A two year trial period is required unless previously completed in a DCIPS position.

Direct Deposit of Pay is Required.

Conditions of Employment:

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Must be able to obtain and maintain a TS/SCI security clearance.

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Must successfully complete 80-hour SHARP Course and obtain DOD Certification within 6-months of hire.

Individuals will be screened by the National Sex Offender Registry.

Individuals will be screened by the through the Crime Records Center and the Army Central Registry for a history of domestic violence.
 
Must possess a valid driver's license and have the ability to operate a motor vehicle.

May be subject to occasional on-call.

Position is Emergency Essential in support of mobilization and wartime mission. EE employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Prior to employment the employee will sign a statement agreeing to the EE condition of employment.

Employee must pass a medical examination and receive required immunizations for the overseas/deployment locations.

Subject to TDY of 20%

Permanent Change of Station (PCS) costs maybe authorized for this position.
