The mission of the Office of Inspector General (OIG) is to help the GSA effectively carry out its responsibilities and to protect the public interest by bringing about positive change in the performance, accountability, and integrity of GSA programs and operations. The OIG is recognized as a world class organization serving the public interest by protecting and improving the operations of GSA. The OIG plays a vital role in supporting GSA's continuing evolution as a leader in formulating Government wide policy and its efforts to expertly and competitively meet the needs of its Federal customers while serving the best interest of U.S. taxpayers.

Exercises the full range of supervisory duties and manages a recurring annual workload requiring direction of a staff of professional auditors including subordinate team leaders to perform the diverse and complex internal and contract audits. Personally and/or through subordinate team leaders ensures the timely completetion of the audit plan and the quality of work performed. Develops audit programs for comprehensive internal audits of GSA activities for the purpose of evaluating efficiency of operations, achievement of program results, and the adequacy and effectiveness of existing controls as reflected in the policies, systems, procedures, methods, and related practices dealing with the conduct and management of GSA's complex national programs.

Requirements for Management Analyst:  

For GS-14: Applicants must show auditing and accounting experience equivalent to OPM’s GS-13 level of complexity. Specialized experience must include comprehensive knowledge, understanding, and application of: professional governmental auditing standards; techniques for directing the work of individual auditors and managers leading evaluative teams; presenting complex issues to, and reviewing results with, high level program managers; a working knowledge of the Federal Acquisition Regulation (FAR); a demonstrated ability to plan and conduct technically complex and comprehensive audits and reviews; a clear demonstrated understanding of audit standards established by the AICPA, OMB, and GAO as adopted by the Office of Audits. 

For GS-15: Applicants must show auditing and accounting experience equivalent to OPM’s GS-14 level of complexity. Specialized experience must include mastery of knowledge, understanding, and application of: professional governmental auditing standards; techniques for directing the work of individual auditors and managers leading evaluative teams; presenting complex issues to, and reviewing results with, high level program managers; a working knowledge of the Federal Acquisition Regulation (FAR); a and demonstrated ability to plan and conduct technically complex and comprehensive audits and reviews. Must demonstrate mastery and extensive working knowledge and experience applying accounting principles and auditing standards established by GAO, AICPA, IIA, OMB, FAR, and the IG community.


This position is a critical-sensitive national security position. The person selected for this vacancy will be required to undergo a single scope background investigation and the GSA security office must grant you a Top Secret national security clearance. If you are not a GSA/OIG employee, you must pass a preliminary background clearance before we can hire you. Once hired, you must receive and maintain a Top Secret clearance, while employed in this position. This position requires occasional travel. The successful applicant must be able to travel and will be required to obtain and maintain a travel card through the OIG. This is a supervisory/managerial position. If you are selected for this position and you have not previously completed a supervisory or managerial probation period, you must complete a 1-year supervisory or managerial probationary period. If you are a current Federal employee, failure to complete the probationary period successfully can result in the return to a former position or to a position of no lower grade than the one vacated for the supervisory or managerial position.

HOW YOU WILL BE EVALUATED:

The Category Rating procedure is being used to rate candidates. If you are found qualified for the position, your responses to the self-assessment vacancy questions will be used to place you in one of the following categories: Qualified, Well Qualified, Best Qualified. Your responses to the vacancy questions must be supported by your resume or the Human Resources Specialist may adjust your responses lower. Within these categories, applicants eligible for veterans' preference will receive selection priority over non-veterans. REQUIRED DOCUMENTS:
