This vacancy is for a IT Specialist (APPSW), GS-2210-14 position in the Application Services Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

A one year probationary period may be required.

Relocation expenses may be paid.

This is a bargaining unit position.

This position may be filled through means other than the competitive promotion process.

The individual selected for this position will:

*Major Duty 1 Develop J2EE software applications that utilize: Graphical user interfaces, File handling and management, SQL interactions with Oracle RDBMS, and Web-based interactions with Oracle WebLogic Web servers.

*Major Duty 2 Provide technical leadership in software development to other team members related to J2EE, Eclipse Integrated Development Environment (IDE) for Java EE Developers, Google Web Toolkit (GWT), GWT Spring, Roo add-on for the Spring framework, Java Hibernate, Vaadin LibraryDevelopment of software applications using Java Platform Enterprise Edition.

*Major Duty 3 Identify and provide schedules for software deliverables, milestones and required tasks.

*Major Duty 4 Ensure software code and  documents are complete, current and stored appropriately.

*Major Duty 5 Work with customers providing requested information, assessing their needs, resolving their technical problems.

*Major Duty 6 Brief/train customers on software application functions and their proper use.

*Major Duty 7 Prepares and conducts technical briefings, prepared and provides technical assessments, software documentation, systems documentation, and operations documentation.

You must have one year of specialized experience equivalent to at least the GS-13 level. 

SPECIALIZED EXPERIENCE:  Examples of specialized experience include analyzing, planning, and designing systems architecture; designing user interfaces; integrating hardware and software components; determining output media/formats; evaluating new applications software technologies; analyzing and refining system requirements; translating system requirements into application prototypes; developing, customizing, or acquiring application software programs; writing, debugging and maintaining code; testing, debugging, and maintaining software programs and applications; writing and maintaining program documentation; and monitoring and tracking progress of software projects.

EDUCATION:  Education cannot be substituted for experience at this grade level.

HOW YOU WILL BE EVALUATED:

We will review your resume, optional cover letter and supporting documentation (transcripts if applicable) to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire that you completed as part of the application and place you in one of three pre-defined categories.  These categories are "gold," "silver," and "bronze."  However, your resume and/or optional cover letter must support your responses to the occupational questions, or your score will be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

How you will be evaluated for preference eligibility: Within each category, those entitled to veterans' preference will be listed at the top of the pre-defined category for which they are placed.  Preference eligibles with a service-connected disability of 10% or more will be listed at the top of the highest quality category (gold) for all positions except for Professional and Scientific positions at the grade 9/ band II and above.

KSA 1 - Ability to develop Java-based applications and provide technical leadership for developing Java-based applications.

KSA 2 - Knowledge of customer service to provide customer support on technical computer system and software application issues.
