In addition to meeting the "Specialized Experience Requirements" listed below, applicants must meet the education requirements as described under "Basic Education Requirements."
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-07: One year of progressively responsible experience equivalent to at least the next lower grade level (GS-05 grade level is qualifying for GS-07) that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience for the grade 07 is gathering and evaluating biological data, communicating and negotiating biological issues and planning and executing biological responsibilities.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
GS-07: Successful completion of one year of graduate-level education from an accredited college or university OR superior academic achievement (S.A.A.) directly related to the position. S.A.A. is based on (1) Class Standing, (2) Grade-Point Average, or (3) Honor Society Membership.
(1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses.
(2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum.
(3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position.

Equivalent combinations of education and experience are qualifying for the GS-07 grade level, which when combined meets 100% of the qualification requirements.
If substituting education for the Specialized Experience requirement, you MUST submit school transcripts. Official or unofficial (photocopied) transcripts will be accepted. Official transcripts will be required if you are selected to fill the position. Failure to submit this documentation by the closing date of the announcement will results in disqualification from further consideration.
This position requires completion of a specific course of study as reflected below. ALL APPLICANTS, including those who currently, or have previously, occupied a position in this job series, MUST submit a copy of their transcripts (official or unofficial) to document that they meet these educational requirements. If you have attended more than one university/college or have completed more than one degree, you must submit documentation from each university/college. (Most colleges and universities offer unofficial transcripts online.) If the position being filled requires specific classes or a specific number of credits, applicants must ensure that the transcripts submitted show completion of those courses or credits. Failure to submit this documentation by the closing date will result in disqualification from further consideration.
Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education that is recognized by the Secretary of Education from an accredited body. You must submit the credential evaluation with your application to have your education considered.
BASIC EDUCATION REQUIREMENT:
A. Successful completion of a bachelor's degree or higher from an accredited college or university in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany and 3 semester hours in conservation biology, plus appropriate experience or additional education. NOTE: If courses in wildlife, zoology, botany or conservation biology are not cleary identified on transcript and knowledge of such subjects were obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.
B. Combination of education and experience - - Courses equivalent to a major, as described in A above that included at least 9 semester hours in zoology; 6 semester hours in wildlife courses such as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany and 3 semester hours in conservation biology, plus appropriate experience or additional education. NOTE: If courses in wildlife, zoology, or botany or conservation botany are not cleary identified on transcript and knowledge of such subjects were obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.
NOTE: The new requirements for conservation biology applies to applicants who have not held a position in the 485 series prior to December 3, 2010 (effective date of revised qualification standard). You must submit a copy of your transcripts and a copy of your SF-50, Notification of Personnel Action, to document that you encumbered a position in the "485" series prior to December 3, 2010, in order to meet the education requirement based on the previous standard.
NOTE: It is the applicant's responsibility to show how he/she satisfies the course requirements. This may include providing course syllabi. If you do not provide information that clearly shows how your completed course work meets the specific course requirements above, you will be rated ineligible.
Qualification requirements must be met by the closing date of this announcement.
HOW YOU WILL BE EVALUATED:
In addition to the Specialized Experience requirement and any Basic Education requirement, the following competencies (knowledge, skills, abilities, and other characteristics) have been identified as required to satisfactorily perform the work of this position:
- Knowledge of wildlife biology, ecology and habitat management
- Ability to administer refuge (or equivalent) programs
- Skill in preparing and executing short and long range planning in a natural resource setting
- Ability to perform resource management activities in a natural resource setting (e.g., land restoration activities, general maintenance, fencing, invasive weed control)
- Ability to communicate both orally and in writing with diverse audiences
- Knowledge of wildland fire suppression and prescribed burn operations
Applications are evaluated and rated under Category Rating and Selection procedures. Category rating combines the applicant's total experience and/or education/training into a single category. Your application will initially be rated against the criteria outlined in this announcement. Qualifying applications will then be placed into one of the following categories:
1. Best Qualified
2. Well Qualified
3. Better Qualified
Applications in the Best Qualified category will be reviewed to ensure that the job requirements, including Specialized Experience, any Basic Education, Selective Factors, and eligibility requirements are met and supported/verified by the resume and other documents submitted. This will include a review of your resume and supporting documentation as compared to your responses to the occupational questionnaire. If, after reviewing your resume and supporting documentation, a determination is made that you have inflated your qualifications and/or experience, your category placement may be adjusted to more accurately reflect your abilities.
Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in qualifying activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.
Applicant referral may be conducted utilizing a Two-Phase process. If the Two-Phase process is used, Phase 1 will consist of a review against the criteria described in this announcement to determine a pool of applicants for the Best Qualified category, who in turn will be further evaluated in Phase 2. In Phase 2, those applicants will be notified via email to provide a written narrative explanation to further detail their qualifications and experience as it relates to the requirements and criteria described in this announcement. Information, including deadlines for submission of narratives will be provided in the email. Phase 2 applicants will then be further evaluated to determine final placement into categories for referral.
