This position is located in the Federal Highway Administration (FHWA) Resource Center, with the Planning Technical Service Team.   The planning modeling specialist serves as one of the Resource Center's travel demand modeling, analytical and freight forecasting expert and operates as a member of a national, virtual team.

The ideal candidate for this position is a mid-career professional with experience in transportation planning who possesses excellent communication skills and is comfortable representing the agency to a diverse audience. 

This position is also ideal for someone who desires to be challenged and is seeking a professional career with the Federal Highway Administration.

Salary is as follows for a GS-14: Atlanta, GA: $101,035-$131,343; Baltimore, MD: $105,211-$136,771; Matteson, IL: $105,956-$137,740; Lakewood, CO: $103,771-$134,899.  There is only one position and the position can be filled at any of the locations listed.

As a Community Planner, you will:

  • Help structure and guide research programs and projects to build understanding and advance practical travel forecasting and planning analysis capabilities.
  • Provide authoritative guidance and technical assistance to Federal, State and local governments on travel forecasting and related methods.
  • Maintain and contributes expertise on issues such as the interaction between transportation and urban growth, travel changes in response system and level of service changes, and emerging transport-related energy and emissions analyses.
  • Identify critical issues and capability gaps using formal evaluations and contacts with professional and stakeholder groups.
  • Provide presentations and technical assistance, both oral and written, on broad planning analysis issues.
  • Develop and delivers training on different aspects of travel forecasting and analytical tools and methods.
  • Work to support the FHWA Travel Model Improvement Program and at direction of the HQ Office of Planning, coordinates work efforts within FHWA, USDOT, other Federal agencies, national cooperative programs, universities, State DOTs, and local government agencies.
  • Identify new technical directions and initiatives in response to capability gaps; designs, develops, and directs efforts to be undertaken in-house or by outside contractors to resolve these gaps.
  • Develop technical strategies and resources to deploy advanced planning analysis methods for use by FHWA, FTA, EPA, States and local planning agencies.
  • Work to support the FHWA Travel Model Improvement Program and at direction of the HQ Office of Planning, coordinates work efforts within FHWA, USDOT, other Federal agencies, national cooperative programs, universities, State DOTs, and local government agencies.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
  • Experience in transportation planning, land use modeling, demand modeling, or network modeling.
  • Experience in travel demand modeling concepts, principles, techniques, practices at the local, state, corridor and regional levels.
  • Experience in communicating technical information to diverse audiences.

For the GS-0020: to qualify for this series, you must meet the following education/experience requirements:

You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.


You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
