·         Manage, plan, document, and execute Systems Engineering Lifecycle (SELC) Integration and Testing stage review and/or apply principles, methods, or tools for identifying, soliciting, and managing requirements (business needs and functional requirements relating to Enterprise applications, programs and services).

·         Work closely with stakeholders and team members to identify, document, and conduct Developmental and Operational Test and Evaluation activities and/or to manage Information Technology (IT) infrastructure requirements through the systems engineering lifecycle.

·         Oversee the systems integration and testing for NPPD/IP IT systems in accordance with acquisition management directives.

·         Prepare and present briefings on systems test and evaluation and requirements analysis providing recommendations to Division Leadership.

·         Develop and recommend changes, as appropriate, to existing systems engineering policies, procedures and guidelines and prepare policy and directives relating to systems engineering matters for signature by departmental leadership.

To qualify for this position, applicants must meet one of the Basic Requirements and the Specialized Experience Requirement for the grade 14 as follows:

 

BASIC REQUIREMENTS

 

A. Bachelor’s Degree, or higher, in professional engineering with curriculum either: 1) from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR 2) that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-stain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials (relating particle and aggregate structure to properties); and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. I am submitting a copy of my transcript (official or unofficial) to verify this education.

OR

B. A Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 

Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or

Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; or Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A; or

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

SPECIALIZED EXPERIENCE REQUIREMENT

 In addition to the Basic Requirements above, applicants must possess the following Specialized Experience Requirement for qualification at the GS-14 grade level:

 

GS-14: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) providing system or software engineering support to acquisition programs through program assessments; 2) researching, analyzing, and offering solutions on complex system and software engineering issues; 3) evaluating the impact of proposed systems engineering policy changes; 4) providing analysis and assessments of the performance and trends of technical initiatives within system development programs to include hardware and software intensive programs; and 5) preparing policy and directives relating to systems engineering matters.


Education: 

For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

New employees must serve a one year probationary period.

 

Must have and maintain a System Engineer level certification or be able to obtain within 18 months.
