Applicants applying at the GS-05 level must have three (3) years of general experience, one (1) year of which was equivalent to at least GS-04, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
Applicants applying at the GS-07 level must have one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service.
Specialized Experience is experience which is in or directly related to the position to be filled and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of position.
Specialized experience at the GS-07 level must demonstrate at least two of the following three requirements: 1. General knowledge of Federal wage and hour labor laws, industrial occupations, wage scales, employment practices, or salary and wage administration practices; 2. Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interview, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters; 3. Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements.
Applicants may also qualify by substituting education for experience.
For GS-05: Applicants must have completed a 4-year course of study leading to a bachelor's degree.
For GS-07: Applicants must possess one (1) full year of graduate level education or superior academic achievement (S.A.A.).
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) - Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies.
Education at the GS-07 level must have been gained in a curriculum that is qualifying for the position to be filled. Examples of qualifying curriculums include, but are not limited to: industrial relations, personnel administration, business administration, labor economics, and law.
Equivalent combinations of education and experience are qualifying for this position.

To be eligible, applicants must meet one of the following requirements:
a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution on or after December 27, 2010(eligibility under this provision expires July 10, 2014); or
b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for his/her degree or certificate.
Academic transcripts (in English) must be submitted to demonstrate eligibility and in order for your education to be considered as a basis for meeting the minimum qualification requirements of this position.
