This is a Full Time Career Seasonal position that is Subject to Furlough annually and does not provide employment on a year-round basis. Seasonal employment is defined in 5 CFR 340.401 as annually recurring periods of work expected to last less than twelve (12) months during a calendar year. Career Seasonal employees are permanent and placed in a non-pay/non-duty status during the furlough period. Although the actual work schedule and period of furlough is contingent upon funding and operational needs, you will be required to work or be in a pay status for a minimum of 26 weeks (13 pay periods) and generally not more than a maximum of 50 weeks (25 pay periods) in a service year. Permanent Career Seasonal employees are generally eligible for retirement coverage (5 CFR 831), are eligible for health and Life Insurance (5 CFR 870 and 890), and earn leave while in a pay status (5 CFR 630).

The incumbent serves as Facility Services Assistant utilizing the Facility Management Software System (FMSS) and related web based administrative programs such as the Automated Financial System (AFS), Project Scoping Tool (PST), Project Management Information System (PMIS), and software programs (Microsoft WORD, Excel, etc.) to compile, organize and track all facility asset and maintenance data collected to support the Park’s Asset Management Program:

The duty station of the position is at Roosevelt-Vanderbilt National Historic Sites which is located in the beautiful and historic Hudson River Valley.  Hyde Park is in Dutchess County, about 70 miles south of Albany, NY, and 100 miles north of New York City.  The area is suburban with both rural and urban areas nearby.  The Catskill Mountains, Shawangunk Mountains, Mohonk Mountain, House, U. S. Military Academy at West Point, and other historic and recreational areas are easy day trips from Hyde Park. This position is being filled at the GS-06 or the GS-07 grade level. Utilizes the Facility Management Software System (FMSS) and related web based administrative programs such as the Automated Financial System (AFS), Project Scoping Tool (PST), Project Management Information System (PMIS), and software programs (Microsoft WORD, Excel, etc.) to compile, organize and track all facility asset and maintenance data collected to support the Park’s Asset Management Program. Works with various park staff including park facility managers, maintenance supervisors, budget specialists and other park management and staff to compile and input the information necessary to produce accurate FMSS reports. Reports directly to the park Facility Manager.  The facility management team includes both the Roads & Grounds work group and the Buildings & Utilities work group. Conducts or assists in conducting facility condition assessments and inspections,  and records data in the Facility Condition Assessment System (FCAS). Prepares, schedules and tracks work orders using the FMSS system and prepares costs estimates using the Cost Estimating Software System (CESS).  Assists in development of project funding proposals using the CESS, FMSS, PST and PMIS. Tracks work order and project progression including labor, supply, equipment, and contracted service expenditures, and prepares completion reports. Correlates and analyzes FMSS data for presentations to park management. Performs other facility management support functions as assigned; including preparation of procurement documents, maintenance timekeeping (using Quicktime or WORK tool), etc.

To qualify for the GS-6 Facility Services Assistant you must have one year of specialized experience at the GS-5 level. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience for this position are work that involves working knowledge of maintenance operation procedures, including reviewing project statements, specifications, and estimates for material and labor costs associated with maintenance projects, managing databases, preparing reports utilizing databases; and analysis of report data, record keeping, mathematical calculations and conversion for program costs, and administrative support functions.

To qualify for the GS-7 Facility Services Assistant you must have one year of specialized experience at the GS-6 level. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience for this position are work that involves a high level of knowledge of maintenance operation procedures, including independently reviewing project statements, specifications, and estimates for material and labor costs associated with maintenance projects, managing databases, preparing reports utilizing databases; and analysis of report data, record keeping, mathematical calculations and conversion for program costs, and independently performing administrative functions. 

Time-in-Grade Requirements: Time-in-grade requirements must be met by the closing date of this announcement. This requires applicants who have held a GS position at any time within the past 52 weeks to have served at least 52 weeks at the next lower grade level in the normal line of progression for this occupation.
