For over 60 years, the National Science Foundation (NSF) has remained the premier Federal agency supporting basic research at the frontiers of discovery across all fields, as well as science and engineering education at all levels.

The NSF is seeking qualified candidates for a Program Director position in the Directorate for Engineering (ENG), Division of Chemical, Bioengineering, Environmental and Transport Systems (CBET).

The Chemical, Bioengineering, Environmental and Transport Systems Division (CBET) supports basic research and education in a number of rapidly evolving fields that include the transformation and/or transport of matter and energy by chemical, bio-chemical, thermal, or mechanical means.  Major areas of CBET-funded research include: Energy and Thermal Processing; Environment; Sustainability; Bioengineering and Engineering Healthcare.

CBET funds research that contributes to the knowledge base of a large number of industrial manufacturing processes and also to some natural processes that involve the transformation and transport of matter and energy.  The transformation processes may be chemical, biological, physical, or a combination of these.  The research impacts a wide range of technological pursuits and are found in areas such as aerospace, electronics, chemicals, recovery of natural resources, the environment, petroleum, bio-chemicals, materials, food, power generation, and allied activities.

CBET also supports research that involves the development of fundamental engineering principles, process control and optimization strategies, mathematical models, and experimental techniques, with an emphasis on projects that have the potential for innovation and broad application in the program areas described below.  Some of the research supported may be applied to naturally occurring systems such as rivers and lakes, coastline areas, and the atmosphere - - especially in populated areas.  A long-standing area of interest is environmentally benign chemical and material processing.

The responsibilities of the NSF Program Director are constantly evolving.  The Program Director is guided by the goals of NSF's Strategic Plan: (1) enable the United States to uphold a position of world leadership in all aspects of science, mathematics, and engineering, (2) promote the discovery, integration, dissemination, and employment of new knowledge in service to society, and (3) achieve excellence in U. S. science, mathematics, engineering, and technology education at all levels.  The core strategies NSF staff employs include developing intellectual capital, strengthening the physical infrastructure, integrating research and education, and promoting partnerships.

Responsibilities of the Program Director include:

  • Maintain a healthy balance of support for all the needs of the research and education enterprise either through program, division, directorate, Foundation, or interagency activities.
  • Manage program resources so as to provide optimal appropriate scientific judgment to insure integrity and consistency in the grant/declination process without conflict-of-interests, balance among appropriate sub-fields and institutions, and participation responsibilities into program administration.
  • Manage an effective, timely peer review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists.
  • Provide scientific expertise, evaluation and advice for other programs in NSF, including international programs, other research programs, and cross-directorate programs.

Applicants must have a Ph.D. or equivalent experience in engineering, or field of physical or natural science plus six or more years of research, research administration, and/or managerial experience pertinent to the position.

Under the provisions of the Intergovernmental Personnel Act, assignees remain on the payroll of his/her home institution and the home institution will continue to administer pay and benefits.  NSF will reimburse the home institution for NSF's negotiated share of the cost of the assignment.  Individuals eligible for an IPA assignment include employees of State and local government agencies, institutions of higher education, Indian tribal governments, federally funded research and development centers, and qualified nonprofit organizations. For Visiting Scientist appointments, individuals are in a non-pay leave status from their home institutions and are appointed to NSF's payroll as Federal employees.
