FLORIDA NATIONAL GUARD

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

 

This position is located at 125th MDG, Jacksonville, FL

 

AREA OF CONSIDERATION:  This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite military technicians in the Florida National Guard; Category 2: All current military members of the Florida National Guard; and Category 3: All individuals who qualify for membership in the Florida National Guard.  First consideration will be given to Category 1. 

 

INDEFINITE APPOINTMENT: This is an obligated position.  This position will be filled as an excepted indefinite appointment for an unspecified period of time not to exceed 30 September 2013.  The incumbent may be terminated at any time within this period upon a 30-day notice.  If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment.  If a Reduction-In-Force occurs the indefinite appointee will have no reemployment rights to his/her former position or any other position.

 

INTRODUCTION:  This position is located in the Environmental Management (EM) Office of the Support Group Commander for the installation Wing Commander. The purpose of the position is to plan, schedule, execute, mangage and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel.

DUTIES AND RESPONSIBILITIES:  Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and heath (AFOSH) directives.  Serves as an advisor concerning OSHA, the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters.  Surveys, inspects, and evaluates operational facilities and various activities to eliminate health hazards.  Reviews plans for new and existing facilities construction projects.  Acts as the installation point of contact and coordinator for ATSDR activities, including assembling and maintaining an inventory of information sources and documents.  Directs, implements, and manages the installation AF Hazard communication Standard as mandated by OSHA.  Serves as Base Radiation Safety Officer for radio frequency radiation, ionizing radiation, and laser radiation.  Manages the base drinking water surveillance program, ensuring full compliance with all aspects of the EPA Safe Drinking Water Act (SDWA).  Maintains regulations, standards and manuals.

GENERAL EXPERIENCE:  Must have experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. 

 

SPECIALIZED EXPERIENCE:  GS-08 must have at least 18 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems.  Experience analyzing and recommending solutions to complicated problems.  Experience developing and implementing various policies and procedures used in the state medical programs.  Experience involving various administrative areas such as budget, personnel and public relations within a medical activity.     

COMPATIBILITY REQUIREMENTS: All applications will be considered regardless of Branch/AOC/FA/MOS.  Incumbent will be required to be assigned to and qualify in a compatible military position in one of the following:  AFSC: 4B0X1.
