FLORIDA NATIONAL GUARD

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located at J6-JFHQ, St. Augustine, FL

AREA OF CONSIDERATION:  This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 2 Only.  Category 1: All permanent/indefinite military technicians in the Florida National Guard; and Category 2: All current military members of the Florida National Guard.  First consideration will be given to Category 1.

INTRODUCTION:  This position is located in an information management organization.  The purpose of this position is to serve as the primary interface between the incumbent’s assigned organization and all information systems customers associated with the C4 mission. Responsible for management of the organization's customer support help desk and maintenance of the workload accounting database using help desk software.

DUTIES AND RESPONSIBILITIES:  Serves as a technical expert on all supported automated systems utilized throughout the state.  Provides solutions to customer requests for assistance in resolving hardware and software problems.  Systems used include personal computers, mini computers and mainframes.  Develops and maintains the customer service database requests.  Performs intensive collection and analysis of data from the customer service database to create trend reports, performance reports, and future requirements for all areas of Information Management.  Researches trends and patterns to implement new or improved communications methods and procedures.  Conducts site surveys for information systems designed to verify adequacy of network operations and ensure customer needs are met.  Installs and maintains hardware devices supporting a broad range of information systems employing multiple network and local operating systems and highly sophisticated client server software.  Installs and configures workstation or network operating systems, and applications software on a wide range of configurable information systems devices.  Performs operational tests on equipment in test array or operational configuration prior to issue or installation to ensure proper operation and absence of hardware, software, device or network conflicts.

GENERAL EXPERIENCE:  Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. 

 

SPECIALIZED EXPERIENCE:  GS-11 must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

 

SPECIALIZED EXPERIENCE: GS-09 must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.

 

SPECIALIZED EXPERIENCEGS-07 must have at least 12 months experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language.  Experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.

 

MULTIPLE LEVEL RECRUITMENT:  This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position.  If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level.  If less than fully qualified individual is selected for this position, the position has potential to Grade GS-11.

STATEMENT OF DIFFERENCE:  The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description.  Work assignments are selected to provide training and experience in this occupation.  The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level.  Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

Other Requirements: Incumbent must be able to acquire the appropriate level security clearance for this position.

  

COMPATIBILITY REQUIREMENTS:   All applications will be considered regardless of Branch/AOC/FA/MOS.   Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status. Compatible assignments include: WMOS: 254A, 255A, 255N, 255S; EMOS: 25B, 25U, 25Z.
