This position is located in the Division of Information Technology , Business Administration Branch, Sourcing and Financial Services Section of the Federal Deposit Insurance Corporation and provides information technology (IT) leadership and services in support of the FDIC, including policy and program direction related to the development, implementation, and maintenance of information systems; management of telecommunications networks, hardware and software; and servicing the information needs and requests of users within and outside the Corporation.  The candidate selected will be offered a term appointment not-to-exceed 2 years, which may be extended to a maximum of four years based on workload requirements and organizational staffing authorizations.

  • Serves as a Senior Management Analyst and is technically and administratively responsible for ensuring that information technology (IT) contracting strategies, policy, procedures and programs are developed, implemented, evaluated and complied with.
  • Performs contract oversight management duties for the Division's multi-year/multi-million dollars contracts.
  • Serves in a leadership role in IT vendor relationship management across multiple IT vendors. Facilitates vendor management and governance, including relationship management, business management capabilities, expectation matching, delivery management, service level agreement management, and provider market assessment.
  • Performs activities associated with the management and administration of IT contracts, including: award terms and award fee boards management, cost and price analyses, funding analyses, Agency board case preparation, Earned Value Management administration, etc.
  • Provides expert management advice on IT contract preparation and administration.
  • Represents division IT regarding the procurement of IT resources for infrastructure operations and information systems.
  • Provides expert procurement guidance to division IT management and stakeholders for IT activities.
  • Formulates negotiation strategies in collaboration with Agency Contracting Officers.

Applicants must possess at least one year of specialized experience equivalent to the grade 13 level in the Federal service. Specialized experience is experience conducting studies, making recommendations and analyzing results, as well as experience that included information technology (IT) contracting oversight management responsibilities, or contract officer/specialist responsibilities. 

There is no substitution of education for the experience for this position. 

Applicants eligible for CTAP (Career Transition Assistance Program) or ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 85 or higher in the online assessment to be determined "well qualified" for this position. For more information, click here.

  1. Knowledge of acquisition strategies, procurement and contract administration policies, regulations, and procedures.
  2. Ability to formulate and recommend alternative procedures or plans of action and assess and interpret the interrelationships of each alternative with Agency systems, workload, and objectives.
  3. Knowledge of IT contract management and financial practices and procedures for the acquisition of IT support.
  4. Ability to communicate orally with both senior executives and IT technical experts.
  5. Ability to communicate in writing with both senior executives and IT technical experts.
