Position Location: 283rd CBCS SQ, Dobbins ARB, Marietta, GA.

Type of Appointment: This is a full-time, Excepted Permanent dual-status, position which requires Georgia Air National Guard membership.

Job Summary: This position is located in an Air National Guard (ANG) independent unit.  It serves as the Logistics Management Specialist with responsibility for planning, organizing and implementing unit logistics plans and operations.  The position applies technical expertise with computerized logistics information systems to support deployment operations and exercises.  The primary purpose of this position is to implement logistics policy programs and procedures, utilizing automated/non-automated systems for the accurate control of logistical planning in support of unit tasked contingency operations around the world.

Permanent Change of Station (PCS): PCS is not authorized.

Relocation Incentive: Relocation Incentive is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the SRIP.

Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Air National Guard Enlisted incumbent(s) only. In accordance with AFR regulations, incumbent performs duties necessary to accomplish military Logistics Management Specialist functions in support of programs essential to state Air National Guard daily operations, training and readiness missions.

As a member of a Georgia Air National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Air National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.


  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Serves as the program manager for the Integrated Deployment System (IDS) Deployment Management System (DeMS), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMOD-B), Computer Aided Load Manifesting (CALM), and Cargo Movement Operations System (CMOS). 
  • Provides continuous guidance and instructions to unit personnel on COMPES, Logistics Detail-Base Level (LOGDET-B) data and Manpower/Personnel Module-Base Level (MANPER-B) matters.
  • Plans and develops deployment training for the unit, in addition to conducting deployment training exercises. 
  • Determines the type and number of aircraft required for mission deployment, validate load plans, hazardous cargo, priority shipments and customs clearance requirements. 
  • Reviews resource/logistics plans, program and deployment activities with the commander to ensure authorized mobility equipment is available or on order, and ensure equipment is properly budgeted. 
  • Analyzes and identifies tasking for logistical shortfalls, Limiting Factors (LIMFACs) and problems. 
  • Formulates and prepares the unit’s logistical annex to the Installations Deployment Plan (IDP) in accordance with all applicable regulations and directives. 
  • Maintains and analyzes the correlation of data between the Unit Type Code (UTC), Unit Management Information System (UMIS), Designed Operational Capacity (DOC) statements and all applicable plans for the unit’s readiness reporting and tasking. 
  • Performs pilot/non-pilot unit responsibilities in accordance with applicable directives; When acting as a UTC pilot unit, is responsible for the development of standard manpower and equipment changes to deployment packages and advising of non-pilot units system wide.  In conjunction with the non-pilot units, resolve manpower and equipment differences.
  • Performs other duties as assigned.

General Experience: Applicant must have experience, education or training involving judgment and/or analytical ability in the logistics field.  Experience using computer and automation systems.

Specialized Experience: Applicant must have at least 36 months specialized experience identifying activities involving logistical support operations.  Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.  Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.  Experience identifying delays or problems and developing corrective actions.  Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.

Knowledge, Skills and Abilities (KSAs): Applicants who meet the eligibility requirements may be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Skill in the integration of unit based supply, transportation and operations functions into a cohesive logistics package in order to ensure effective and efficient deployment planning and training exercises.
  • Skill in applying analytical and statistical methods and procedures to the analysis of logistical plans, or results of exercises, in order to increase program effectiveness and efficiency.
  • Knowledge of the Joint Chiefs of Staff (JCS) operations planning process to the development of logistics plans, exercises and deployment operations.
  • Skill and ability to develop, write, instruct and evaluate deployment-training programs.
  • Ability to evaluate data, from multiple sources, for use in developing practical logistical plans and operations.
  • Knowledge of computer operations, software applications and systems management to analyze data and generate solutions to logistics planning issues or problems.

Other Requirements: For positions requiring the operation of motor vehicles, applicants must have a valid state driver’s license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Logistics Management Specialist position, the selectee must be assigned to a compatible unit in the Georgia Air National Guard as an Enlisted member in AFSC: 2G0X1. Rank inversion is strictly prohibited.

Wear of the Air Force uniform as prescribed by AFR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
