This is a Term Appointment with Initial Appointment Not To Exceed (NTE) 4 years depending on funding availability and at management's discretion.

This position is located in the Office of the Adjutant General (TAG), Charleston, WV. Incumbent will provide management, direction, implementation, and operation of the Total Quality management (TQM) systems and processes throughout all areas of statewide National Guard operations. Incumbent provides guidance to top management in regards to identifying organizational needs for improving quality and directing the methodology to accomplish agency strategic goals.

  • Advise staff and organizational managers concerning possible areas of quality improvement, providing ideas from industry, other organizations, and/or other states;
  • Develop and maintain the quality management strategic plan for the State with input from top management officials and members of the quality steering group;
  • Develop a management infrastructure for the execution of TQM education and training.
  • Receive and interpret directives/guidance from National Guard Bureau (NGB).

In order to qualify for Management and Program Analyst (TQM), GS-343-12, you must meet the following:

Have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, managing, directing and implementing Total Quality Management (TQM) systems and processes to include: analyzing, evaluating, and implementing policies, standards, regulations, etc.; developing and issuing guidance on the methodology structure for TQM systems and processes; providing training on TQM infrastructure; developing strategic plans; preparing reports; making recommendations to improve the efficiency/effectiveness of operations on TQM systems; serving as advisor to senior management on TQM systems; represent agency at seminars/conferences on TQM systems, etc.

Conditions of Employment:

1. This is a Term Appointment with Initial Appointment Not To Exceed (NTE) 4 years depending on funding availability and at management's discretion. This TERM position provides eligibility for the employee to earn leave and to receive Federal retirement coverage, health insurance, and life insurance.  HOWEVER, TERM APPOINTMENTS DO NOT CONFER COMPETITIVE STATUS AND DO NOT LEAD TO PERMANENT APPOINTMENTS.
2. Work schedule: Monday - Friday, 7:30 a.m. - 4:00 p.m.
3. Selectee may be required to work a non-standard tour of duty to include weekends, holidays, and nights.
4. Travel may be required.
5. Selectee must possess or be able to obtain a valid state driver's license.
6. Selectee must possess or be able to obtain a Secret security clearance.
7. Payment of relocation expenses will not be authorized.
