This position has been designated as a Senior Executive Service (SES) position.

If you are not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by a Qualifications Review Board of the Office of Personnel Management before appointment to this position, and will be required to serve a one-year probationary period in this position.  The actual salary will be set by determining the appropriate SES level for the person selected.  For more information regarding the SES, go to


The incumbent serves as the Assistant Deputy Director of the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), Office of Supply Reduction (OSR).  The incumbent has responsibility for developing and recommending supply reduction and international demand reduction policy and program aspects of the National Drug Control Program.

The incumbent will perform the following duties and responsibilities:


  • Serves as the principal assistant to the Deputy Director of Supply Reduction responsible for assisting in overseeing the supply reduction policy requirements, analyses and the formulation of supply reduction issues in the government-wide National Drug Control Strategy and the day-to-day management of the Office of Supply Reduction.
  • Provides executive direction and leadership in regard to in-depth analysis concerning international drug control supply reduction and interfaces with 4 cabinet departments with drug control responsibilities in the area of international operations.
  • Makes recommendations to the Deputy Director, Supply Reduction on the appropriate funding levels and mix of programs for the Federal international supply reduction effort.
  • Identifies international supply reduction and demand reduction issues and problems which require attention; defines the need for new legislation and policies and arranges joint endeavors as required with other organizational units of ONDCP and other agencies with drug control responsibilities.
  • In coordination with the Office of Legislative Affairs, communicates ONDCP and Administration positions on supply reduction to Congressional staff and Administration officials.
  • Reviews and clears all international supply reduction drug related materials developed by or related to the National Drug Control Program Agencies responsible for international drug and control supply reduction activities.
  • Assists the Director with the responsibility of certifying in writing to each of the Supply Reduction National Drug Control Program Agencies that their budget levels with regard to international supply reduction are adequate to implement the strategy objectives.
  • Coordinates in conjunction with the Office of Performance and Budget the interagency's international supply reduction programs to insure efficiency and effectiveness.  In consultation with the Office of Performance and Budget oversees the formulation of budget and fiscal policy for international supply reduction programs, and application of that policy.

MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MPTQs) :   All applicants must submit written statements (narrative or bullet format acceptable) of accomplishments that would satisfy the technical qualifications.   You must address each technical qualification separately.   You are required to respond to all technical qualifications.   Failure to do so will result in an incomplete application and you will be rated as ‘ineligible.'


1. Experiential knowledge of the implementation of the international policy and supply reduction related elements of the National Drug Control Strategy and National Drug Control Budget. 

2. Demonstrated expert level understanding of the interagency processes, roles and missions, and relationships between the National Security Staff, the Office of the Director of National Intelligence, and the Departments of State, Defense, Justice, Treasury, and Homeland Security as they seek to address transnational threats such as illicit drugs, transnational organized crime, illicit finance, terrorism, or the proliferation of weapons of mass destruction.

3. Demonstrated operational experience as part of an interagency team working with international partners (e.g., an interagency task force, a US-embassy based country team, international security assistance force) to defeat a counter-illicit trafficking national security threat (e.g., counter-drug, counter-illicit finance, counter-terrorism, combatting transnational organized crime).

4. Demonstrated working knowledge of both the process by which the Office of Management and Budget works with the Interagency to develop the President’s Budget, and the legislative process and procedures—including committee organizations and operations.

5. Demonstrated ability to foster a success-oriented, accountable work environment by motivating and leading teams or effectively following others lead by identifying and supporting the leader(s) and improving team cohesiveness, working cooperatively with individuals from other groups or organizations and taking an encouraging, supportive and inclusive approach to planning, consensus-building and decision making.


MANDATORY EXECUTIVE CORE QUALIFCATIONS (ECQs):   In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications.

Note:   If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.   Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.


The following Fundamental Competencies are cross-cutting and should be addressed over the course of your ECQ narrative.   It is not necessary to address them directly as long as the narrative, in its totality, shows mastery of the competencies on the whole.   The competencies are: Interpersonal Skills; Oral Communications; Continual Learning; Written Communication; Integrity/Honesty; and Public Service Motivation.


  1. Leading Change – This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  2. Leading People – This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals.   Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  3. Results Driven – This core qualification involves the ability to meet organization goals and customer expectations.   Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  4. Business Acumen – This core qualification involves the ability to manage human, financial, and information resources strategically.
  5. Building Coalitions/Communications – This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

How You Will Be Evaluated: The Office of Administration's Human Resources Management Division will review all applications to determine if applicants meet the mandatory professional/technical qualifications of this position and the SES ECQs.   Those who meet the qualifications will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates.   The panel may conduct interviews with the top candidates and then make a recommendation to the selecting official about the top candidates that he/she should interview.


Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board, unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
