JOB SUMMARY:

The incumbent serves as  member of the Enterprise Human Resources Integration (EHRI) Operations team to support the design, test, implementation, operation, management and maintenance of an innovative Human Resource Management (HRM) system.

DUTIES:

·         Provide advice and guidance on complex application software issues, including new software implementation, system upgrades/modifications and/or security regulations and requirements.

·         Design, develop, implement and maintain computer applications.

·         Define system scope and objectives.

·         Test and maintain databases and database applications.

·         Ensure development and maintenance applications comply with all Federal, OPM and CIO regulations, policies, and procedures.

Basic Requirements:

 

Applicants must have completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR successfully obtained a degree that provided a minimum of 24 semester hours in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management and required the development or adaptation of applications, systems or networks (submit with your application);

 

OR

 

You must have Information Technology(IT)-related experience which demonstrates proficiency in each of the following competencies:

 

·         Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

·         Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

·         Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

·         Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

 

For the GS-11:

 

Ph.D. or equivalent doctoral degree in computer science degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management or a related field or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree (submit with your application);

 

OR

 

Specialized Experience:  You must have one year of experience gained in the public or private sector that is equivalent in difficulty and complexity to the GS-9  grade level in the Federal service.  Experience must demonstrate knowledge of Information Technology (Applications Software) concepts, theories, laws, regulations, policies, and practices and all of the following:

 

·         Provide IT support in the design development, implementation, and maintenance of computer applications

·         Knowledge of and skill in applying systems analysis techniques.

·         Apply System Development Lifecycle (SDLC) methodologies.

 

OR

 

Combination of education and experience.

For the GS-12:

 

Specialized Experience:  You must have one year of experience gained in the public or private sector that is equivalent in difficulty and complexity to the GS-11 grade level in the Federal service.  Experience must demonstrate comprehensive knowledge of Information Technology (Applications Software) concepts, theories, laws, regulations, policies, and practices and all of the following:

 

·         Design, develop, implement, and maintain computer application systems.

·         Knowledge of and skill in applying systems analysis techniques.

·         Apply System Development Lifecycle (SDLC) methodologies.

 

For the GS-13:

 

Specialized Experience:  You must have one year of experience gained in the public or private sector that is equivalent in difficulty and complexity to the GS-12 grade level in the Federal service.  Experience must demonstrate comprehensive knowledge of Information Technology (Applications Software) concepts, theories, laws, regulations, policies, and practices and all of the following:

 

·         Design, develop, architect, implement, and maintain computer applications.

·         Analyze and recommend refinements to system requirements to ensure software/system quality and functionality.

·         Ensure compliance with data management and security standards.

·         Apply System Development Lifecycle (SDLC) methodologies.

 

Note:  You MUST submit documentation or proof that you have met the basic requirement above.  If you are basing your minimum qualification for the GS-11 on education, you MUST submit documentation or proof that you have met that requirement as reflected above.  An official or unofficial transcript; statement from the institution's registrar, dean, or other appropriate official; or equivalent documentation is acceptable.

HOW YOU WILL BE EVALUATED:
