El Paso VAHCS is part of VISN 18 Network, and is a standalone ambulatory care facility with over 600 employees and growing. This opportunity offers a competitive salary, excellent benefits, and liberal vacation. Working hours are from 07:00 am to 3:45 pm, Mondays through Fridays.

The Nurse Manager is a professional nurse who is responsible and accountable for the planning, coordinating, administration and evaluation of nursing care in a designated clinical area as well as the management of assigned nursing personnel. He/she plans and evaluates staffing in an ongoing manner to provide continuous coverage. The incumbent will observe and evaluate the quality of nursing care provided by making periodic clinical patient rounds, reviewing nursing documentation in clinical records, and reviewing results of studies related to the delivery of patient care. He/she will collaborate with allied staff to identify nursing care based on patient status. The Nurse Manager will demonstrate effective interpersonal skills when interacting with patients, family members, staff and allied personnel, will maintain a positive work climate for the overall development of the nursing team and will act as a role model and conduct self in a professional manner. The incumbent will monitor the accuracy of medication administration, anticipate action, interaction and side effects and will initiate interventions based on sound clinical judgment and established policies and procedures. He/she will evaluate performance of unit personnel and conduct evaluation process in a timely manner which encourages staff acceptance and growth. The incumbent will authorize leave based on analysis of available staff and patient care requirements, monitor monthly usage, and will initiate corrective action as needed. The Nurse Manager will act as a technical, clinical and administrative resource to personnel and allied disciplines and will interpret and apply facility and Nursing Service policies and procedures to unit personnel. The Nurse Manager is directly responsible to the Associate Director/Patient Care Services, Nurse Executive.

Citizenship: Citizen of the United States

Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  

Licensure: The applicant must have a current, full, active and unrestricted license as a Registered Nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.

In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.   

Current AHA ACLS and BLS is required.

Physical Standards: See VA Handbook 5005, Part III, Chapter 2, paragraph 7, and VA Handbook 5019, Occupational Health Services. All applicants must be physically and mentally able to perform efficiently the duties of the position.

Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative invasive/procedures.

English Language Proficiency: Applicants appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.

GRADE DETERMINATIONS: 

Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.

Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.

Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.

Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. 

Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.

After you Submit Your Application...
After we receive your complete application package (including any required documents), your qualifications will be reviewed to determine if you meet the basic requirements. You will be notified when this decision is made. Qualified applicants will be referred.

After interviewing is Complete…
Many factors influence how quickly a selectee can be brought on board. Once the Selecting Official makes their selection, a tentative offer would be made and upon acceptance the pre-appointment process would begin.

What does the pre-appointment process entail?
Before you can be appointed a number of steps must be completed. The more active you are in this process, the quicker you can be brought on board. The first part is VetPRO, the VA’s credentialing system used to verify your education, work history, license(s) and references. Next you will be asked to submit to fingerprinting when you arrive to complete your pre-employment physical. Lastly, a Professional Standards Board (PSB) will convene to determine the salary to be offered. Once these processes are complete, you will be contacted with an official start date and commitment package.
