Mission Statement:  The Under Secretary of Defense for Intelligence (OUSD(I)) is the principal advisor to the Secretary and Deputy Secretary of Defense regarding intelligence, counterintelligence, security, sensitive activities, and other intelligence-related matters.

This Position is in the Excepted Service under Title 10, Defense Civilian Intelligence Personnel System (DCIPS). This is a Full Time permanent position.


Excepted Service includes all positions in the executive branch of the Federal Government which are specifically excepted from the competitive service by or pursuant to statute, by the President, or by the Office of Personnel Management, and which are not in the Senior Executive Service.


Title 10 (Public):  Open to All U.S. Citizens.  If you have never been a federal employee you would apply public.
Merit:  Open to current and former Federal employees. SF50's showing series and grade must be provided.
SF 50s are required to show Federal merit status. SF 50 must state Tenure 1 or 2 to show appointment eligibility. 



  • Responsible for all PPBE (Planning, Programming, Budgeting and Execution) system cycle as it relates to the direct operating budget; and manages all PPBE phases of the funds, and provides technical advice and analytical support to the CoS (Chief of Staff).
  • Develops budget review data requirements for inclusion in the budget submission instructions issued by the OUSD(Comptroller) and WHS (Washington Headquarters Service).
  • Provides management oversight and guidance for contract acquisitions reviewing associated documentation to ensure compliance with established appropriation and procurement policies.
  • Conducts continuous process improvements analysis to streamline processes and apply modern information technology solutions.
  • Interprets complex legislative and regulatory policy guidance to determine effects on OUSD(I) budget and programs, provides advice and guidance to Cos/Deputy CoS and budget/management personnel of OUSD(I) Directorates/Direct Reports, and makes adjustments in allotments to affected programs and activities.

This is a General Grade GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). Duties of this position are at the GS/GG-15 grade level.
You must possess 52-weeks of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or pay band (GS/GG-14) that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position by the closing date of this announcement. The experience described in your resume will be evaluated and screened for the Office of Personnel management's (OPMs) basic qualifications requirements. See, and other competencies needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education and training are relevant to the duties and responsibilities of the announced position. Specialized experience are: Responsible for all resource management aspects of the annual PPBE (Planning, Programming, Budgeting and Execution) system cycle and manages all PPBE phases; develops budget justification statements and documents, and analysis of budget execution; provides management oversight and guidance for contract acquisitions; conducts process improvements business-case analysis; and works within and utilizes budget and acquisition policy, regulations, directives, guidance, practices and principles.


Specifically you will be evaluated on the following competencies:


1. Knowledge of PPBE (Planning, Programming, Budgeting and Execution) system and its cycle.

2. Ability to conduct process improvement analysis.

3. Knowledge of budget and acquisition policy, regulations, guidance and practices.

4. Knowledge of contract acquisition.

5. Ability to communicate in writing and orally.


Substitution of Education may not be used in lieu of specialized experience at this grade level.

This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI).


If selected for Federal employment, you will be required to complete a "Declaration of Federal Employment," (OF-306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.


This position is subject to the DoD Drug Free Workplace Program. The selectee must test negative for the presence of illegal drugs before placement in the position, and will be subject to random drug testing thereafter. If a determination of the use of illegal drugs is confirmed in this position or other testing designated positions in OSD, non-selection or disciplinary action, up to and including removal from Federal service, may result. All tentative selectees for this position will be required to undergo a urinalysis test to screen for illegal drug use prior to appointment and periodically thereafter.
