The Birmingham Veterans Affairs Medical Center (BVAMC) is an integral part of the Medical community that provides acute, tertiary, medical, and surgical care to Veterans of Alabama.   The Medical Center provides care to a veteran population of 420,000 in Alabama and treats approximately 61,000 unique veterans annually.   BVAMC is a level 1A major teaching facility serving this area with 138 operating beds with care provided in almost all medical and surgical specialties and subspecialties.   There is an established VA Nursing Academy (VANA) with the University Alabama at Birmingham School of Nursing.

Duties:  The Associate Director for Patient Care Services/Nurse Executive (ADPCS/NE) is a member of the executive management team.  He/she demonstrates complex leadership and administrative expertise associated with critical health care issues and activities that influence the organizational mission, health care, and policies through active involvement in strategic planning, organizational assessment, and program development.  Through collaboration the ADPCS/NE provides guidance and oversight for nursing practice throughout the organization.  The ADPCS/NE has responsibility for establishing standards of nursing practice and ensuring the continuous and timely availability of quality nursing and patient care.  He/she is prime the source for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals.  The Associate Director for Patient Care Services/Nurse Executive has line authority for nursing areas that include clinical and educational, as outlined in the organizational structure.  In addition, the ADPCS/NE has line authority for Sterile Processing, Chaplain and Social Worker Services.  Due to the critical nature of the position which involves availability and accountability twenty-four hours/day, he/she must be accessible to support the ongoing needs of patients and staff.  The ADPCS/NE reports directly to the Medical Center Director.

Citizenship:  Citizen of the United States 


Education:  Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant.  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  Current, full, active, and unrestricted registration as a professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.  Must be proficient in spoken and written English.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected.  Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing:  Practice, Professional Development, Collaboration and Scientific Inquiry.  Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.  The criteria are as follows:  Practice: practice ethics and resource utilization, Professional Development:  performance, education/career development, Collaboration;collaboration, collegiality, Scientific Inquiry:  quality of care, research.


Licensure:  Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory, or commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Education/Experience Requirements:  


Nurse V - 

  • MSN or Master's in related field with BSN with at least 5-6 years of satisfactory nursing leadership experience
  • MSN obtained in  a bridge program with at least 5-6 years of satisfactory nursing leadership experience
  • Doctoral degree (preferred) in nursing or Doctoral degree in a related field AND appropriate BSN education with at least 4-5 years of satisfactory nursing leadership experience  


The individual is experienced with complex and progressive clinical and leadership programmatic responsibilities utilizing evidence based practice with demonstrated positive health care outcomes.  This includes leadership experience in the development, implementation and evaluation of multiple health care programs.  The individual must be highly organized, motivated and self directed which has resulted in a significant impact in a complex health care organization.  In addition, the individual must have demonstrated exemplary communication skills with emphasis on the ability to work effectively with others (i.e. oral, written communications, group processes, team building, interdisciplinary).  Budgetary knowledge must also be demonstrated.


All nursing degrees must be from NLNAC or CCNE accredited programs at the time of graduation.


Enhanced Qualifications:


  • Doctoral degree in Nursing is preferred.
  • National certification from a VA approved certifying body as a Nurse Executive, Advanced (NEA-BC) or Nurse    Executive (NE-BC) is preferred.
  • VHA - Mentor fellow Certification is preferred.
  • Six Sigma Green Belt level education/certification or higher is preferred.


The Professional Standards Board (a peer-review group) will review the selected candidate's education and experience and recommend the step at which the candidate will be placed in that specific grade.  The salary is based on the grade and step approved for the selected candidate.  The recommended salary may be at any point in the range listed for this vacancy.
