The National Science Foundation (NSF) is seeking qualified candidates for the position of Head, NSF Tokyo Office, AD-0301-05, Office of International Science and Engineering, Office of the Director.
This position is located organizationally in the Office of International Science and Engineering, Office of the Director, National Science Foundation. The incumbent is Head of the Tokyo Office of the National Science Foundation, and as such, will be reassigned to Tokyo, Japan. The position is for a minimum period of two years, with the possibility of extension for up to an additional two years. FORMAL CONSIDERATION OF INTERESTED APPLICATIONS WILL BEGIN FEBRUARY 18, 2013 AND WILL CONTINUE UNTIL A SELECTION IS MADE. The Appointment will begin on or about September 1, 2013.
The Tokyo Office represents NSF in East Asia and Pacific Region (except China), hereafter EAP. The Office reports and provides analysis on science policy and programmatic developments throughout EAP, maintains close working relationships with science and engineering support organizations and other government and private agencies, and facilities coordination/implementation of research and exchange programs and other NSF-related activities. Work is conducted from bilateral, multilateral, and regional perspectives. The Office is located in Tokyo and serves NSF interests throughout NSF. The Head of the Office is responsible for the efficient performance of all operations in the Office, including the supervision of locally employed staff.
THIS POSITION IS OUTSIDE THE COMPETITIVE CIVIL SERVICE
Appointment to this position will be made under the Excepted Authority of the NSF Act. The Federal pay range for this appointment is $119,554.00-$133,070.00. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. CONDITIONS OF EMPLOYMENT: Applicants must be U.S. citizens. Appointment to the position is contingent upon successful completion of the appropriate background investigation, together with required Critical-Sensitive (Top Secret) Government security clearance and State Department medical clearance. The individual selected for this position will be required to file an "Executive Branch Personnel Public Financial Disclosure Report" (OGE-278) in accordance with the Ethics in Government Act of 1978. Satisfactory completion of a one-year trial period may also be required. Appointment to this position is temporary (not to exceed 4 years) and may be filled under one of the appointment options described below. Selection of an internal applicant will require approval from their Assistant Director/Office Head that he/she will have a position to return to at the end of the overseas appointment.
Temporary Reassignment of an existing NSF Career member of the Senior Executive Service: This option is open to any NSF career member of the SES. This temporary reassignment is not to exceed 4 years and will require stipulation from the candidate's Assistant Director/Office Head that he/she will have a position to return to at the end of the overseas appointment.
