This position is located in the Office of Knowledge and Educational Resources (OKER), Division of Extramural Activities (DEA), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), in Bethesda, Md.  You will serve as the Director of OKER with full authority and responsibility for planning, managing, and directing the programs and functions of the office through the supervision of subordinate staff responsible for planning, developing, and disseminating knowledge-based content and educational resources pertaining to NIAID's extramural programs and topics of interest.

If you are selected you will perform the following duties:

 

Plan, direct and implement the work of OKER through the leadership and supervision of approximately 8 staff members at the GS-12/13 levels, to include two GS-14 level team leads as well as a number of contract staff. Exercise final responsibility for the adequacy and soundness of Office Policies and procedures.

 

Manage and ensure the effective use of the resources of the Office. Develop the annual budget and justifications to support planned operations of the Office, and establish, implement, and routinely update long-range strategic plans to ensure that the Office continues to meet the needs of DEA and NIAID.

 

Provide expert leadership and direction for the design, development, and delivery of high quality knowledge-based content and training resources provided in a variety of formats and targeted to the extramural research community and the NIAID extramural staff.

 

Serve as the “Editor-in-Chief” for all OKER-produced content, including two newsletters, NIAID Funding News and Inside Extramural, the Research Funding internet site, and the Grants and R&D Contracts intranet site, with the authority to make independent editorial decisions.

 

Exercise full technical responsibility for managing, directing, and overseeing the planning, development, and maintenance of various extramural knowledge and educational resources for the Institute, including content for the NIAID website, newsletters, alerts, and policies and procedures.

 

Liaise with program leaders across the Institute and others throughout the extramural research community to provide a larger vision for new or enhanced products, designs, analyses, newsletters, and training, capitalizing on the latest technologies, requirements, and needs of customers.

 

Serve as an advisor to the Director, DEA, the Deputy Director for Science Management, and the Institute Director, as well as other Institute and agency officials and research partners on the programs and functions of the Office. Represent DEA, NIAID, and NIH as assigned on committees and workgroups concerned with various issues pertaining to knowledge and education resources for extramural research.

Qualification Requirements:

You must possess a degree in a major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

 

In addition, you must demonstrate in your resume at least 1 year of specialized experience equivalant to the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  managing and directing the work of an organization; administering scientific research in a health science or allied science environment; overseeing the development of strategic plans and initiatives in support of education resources for extramural research; writing and/or editing materials on complex scientific issues and/or providing knowledge-based scientific educational resources relating to extramural management.

This position has supervisory/managerial responsibilities. A one-year supervisory/managerial probationary period is required upon selection/placement.  This may be waived if you have successfully completed the supervisory/managerial probationary period.
