The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164 for a Supervisory Information Technology (Information Security/Policy Planning) Specialist at Peachtree City, Georgia.  This vacancy announcement will be used for the purpose of filling this permanent, full-time position.  The Department of Defense Education Activity (DoDEA) is a major Department of Defense Field Activity.  It is composed of the Department of Defense Dependents Schools (DoDDS), and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS). The DoDEA mission is to provide a program of high quality of education for eligible dependents of military and civilian personnel of the United States Government stationed throughout the world. 


This is an Excepted Service position.


Position is designated as Level 3 in accordance with Department of Defense 8570.1M, Information Assurance Workforce Improvement Program. Candidate must meet the Level 3 certification requirements upon selection and must maintain the certification throughout the lifecycle of the position.


Position may be subject to 24x7 rotational assignment in the future and associated pay differentials in accordance with shift work.

The employee in this position  serves as a Supervisory Information Technology Specialist with overall management and supervision responsibility for the DDESS IT Information Assurance Branch of the DDESS IT Division. Develops plans, oversees execution, acts in an information security advisor/assistant role in performing and reviewing long-range forecasts, studies, architecture and DITSCAPs/DIACAPs, and manages the DoDEA IA VA program. Ensures that computer and network incidents are processed in a timely manner and ensures chain of command is kept informed. Responsible for analysis, planning, eradication, resolution, and post-incident follow-up. As the DDESS technical authority accomplishes analytical and advisory functions pertinent to the development of policies, plans, and processes covering the DDESS IT program and ensuring the DDESS IT program is in compliance with higher authority policies and guidelines. Represents the Division on management reviews and assistance visits regarding systems, policy and planning issues. Ensures compliance with plans, policies, standards, infrastructures, and architectures of IT management and IT programs. Develops recommendations for the DDESS Chief Information Technology Division, concerning DDESS IA goals, objectives, policies, and priorities. Monitors IA activities to measure progress in achieving objectives. Interprets higher authority policies and guidance pertinent to IT acquisition, management implementation, and disposal. Implements DoDEA IA-prescribed internal controls and supplements them to accommodate unique situations/operations. Provides technical expertise in contracting automated data system design and development. Develops IA plans, workload, workforce, and budget requirements. Initiates briefings, summaries, and correspondence DDESS concerning IA budget formulation and execution matters. Develops procedures to generate and maintain required documentation and reporting.

One year of specialized experience at the next lower grade level, AD/GS-12 (or equivalent level) is required.  Specialized experience is defined as working in a position that required the applicant to have knowledge of and skill in managing the planning, implementation, and execution of programs of broad scope and mission impact in areas such as network security, risk management, electronic mail, equipment maintenance and repair, office automation technology, local area networks, wide area networks, and student information systems.  Providing technical assistance and security guidelines in the areas of IT, data integrity, intrusion detection, telecommunications, and administrative security. Also by providing analysis, planning and implementation of security approaches for security technologies such as virtual private networks, public key Infrastructure/digital signature and other technology goals that support the security in depth principle.

Education is not substitutable for experience at the AD-GS-13 or equivalent level.

Must meet OPM minimum qualification standards to be considered for this position.
