There is one vacancy available. This vacancy will be filled among the following locations: Fort Collins, CO; Washington, DC; St. Louis, MO; or Kansas City, MO. This vacancy is located in the Infrastructure Operations Division, Network Operations Branch. Please note that the salary reflects the range of the possible duty stations. International Technology Services (ITS) is an organization within the United States Department of Agriculture (USDA), Office of the Chief information Officer (OCIO). Its prime directive is to meet the business needs of service center agencies within the USDA by providing outstanding customer service in the form of infrastructure support, as well as assistance in the field of information technology.     As a an IT Specialist (Network), you will:

    • Provide network administration/configuration support; develop, maintain, and administer the operations of a Network Operations Center; serve as a technical specialist for the local area and wide area networks within the Department of Agriculture's SCA-IT organization and operations; ensure uninterrupted availability of the SCA networks by performing network administration and network monitoring activities, analyze network performance statistics, and identify and correct component malfunctions; keep the SCA-IT networks current with respect to network operating system run levels, as well as for the customization and modification of router, switch, firewall, and WAN optimizer configurations as needed in order to optimize the compatibility and utility of the SCA-IT networks; maintain the components and network interfaces that make up the SCA's network (both Data and Voice) including servers, routers, switches, wan optimizers, gateways, circuits, IP telephony, and firewalls; analyze, define, and implement network requirements; review the needs of the ITS Customers, analyze the work environment, project future network goals, and define what is required to make the network meet these requirements; run diagnostics on servers, routers, wan optimizers, IT Telephony, and switches for maximum network connectivity speed and capabilities; diagnose and resolve network problems; monitor network capacity and performance through fault monitoring; develop network backup and recovery procedures; install, test, maintain, and upgrade network operating systems software; install network systems, installation of network servers, UPS's, storage arrays, voice and data panels, hubs, switches, routers, modems, and CSU/DSUs; and connect and test network hardware for LAN and WAN connectivity.
    • Provide technical advice and assistance to ITS Customers to enable them to meet present and future ADP and telecommunications requirements.
    • Establish and manage vendor agreements; monitor vendor performance under maintenance agreements and other contractual obligations and informally arbitrates with vendors.
    • Collaborate with customer service engineers to determine causes of equipment malfunctions and to devise acceptable methods to prevent downtime occurrences; use appropriate test equipment to isolate and correct hardware/software telecommunication problems.
    • Participate in or prepare cost benefit analyses as they relate to equipment procurement.
    • Plan the layout of exiting computer equipment, release of discontinued equipment, acquisition and installation of new equipment, and the relocation of equipment services.
    • Identify proposed system changes, and participate in the review, compliance, and implementation of approved changes to ensure that they have met their objectives.

    Specialized Experience:
    You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience for this position includes administrating and maintaining local and wide area networks and data centers; resolving and analyzing key operational problems to improve customer satisfaction rates; and analyzing major issues to develop policies. 

    In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

    Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    • Ability to troubleshoot and analyze network and configuration failures in a 2500 node multi-vender enterprise network and Data Centers.
    • Ability to support, maintain, configure and monitor Cisco IOS, Juniper JUNOS and Checkpoint Firewall software and appliances.
    • Ability to install, test, and maintain Cisco IOS, Juniper JUNOS and Checkpoint Secure Platform/IPSO in a large enterprise Network environment.
    • Ability to interact effectively with end users and other IT divisions both internally and externally to coordinate IT tasks and communicate IT information orally and in writing.
